Recently, we learned from the December regular press conference held by the CCPIT that the CCPIT's Trade Law Communication Platform has played a positive role in enterprises' response to international emergencies, overseas trade barriers, international commercial disputes and other issues, and its results have been widely praised. At the same time, with the further optimization and adjustment of the national epidemic prevention and control measures, CCPIT will explore and innovate according to the time and situation, and take multiple measures to help enterprises expand the international trade market and obtain orders.

In order to help enterprises effectively deal with economic and trade frictions and provide risk warning and decision support, CCPIT systematically tracked the economic and trade measures of 20 countries and regions, and regularly released global economic and trade friction index reports.

Yang Fan, spokesman of the China Council for the Promotion of International Trade, said at the conference that the global trade friction index in September was 183, which was at a high level, 21 points higher than that in August, and 108 points higher than that in the same period of last year; The global economic and trade friction index in October was 253, up 70 points compared with September, 203 points compared with the same period last year, and the second highest in 2022, indicating that the global economic and trade friction conflict has further intensified. In terms of countries (regions), the United States, the European Union, India and Brazil are the main countries that have triggered global economic and trade frictions and conflicts. From the perspective of the fields targeted by the measures, they mainly involve electrical machinery and equipment and their parts, mechanical appliances and their parts, steel and iron products, cereals, oilseeds and fruits, mineral fuels, organic and inorganic chemicals, vehicles and their accessories.

Relevant experts said that, on the one hand, the epidemic has impacted the global supply chain and industrial chain, and the economic downturn is the main reason for the rise of trade protectionism. On the other hand, the technological innovation capacity of emerging market economies is constantly improving, and competition in related industries is intensifying. It is an inevitable trend that friction between some economies increases, or trade friction occurs in key industries and products.

In order to better help international trade enterprises deal with international emergencies, overseas trade barriers, international commercial disputes, etc., CCPIT provides enterprises with an online commercial legal service consulting platform for foreign trade and investment cooperation - Trade Law Communication. Yang Fan introduced that this month, the platform was just launched for two years, and was widely praised and favored. At present, the number of global visits to CFETS has exceeded 6.2 million. A total of 24 local CCPIT associations have participated in the monthly rotation, including 6 local CCPIT associations in Guangdong, Zhejiang, Sichuan, Tianjin, Anhui and Shenzhen.

Take multiple measures to help enterprises expand the market

The certificate of origin is called "paper gold" by enterprises, which can reduce trade costs, enhance the market competitiveness of export commodities and play an important role in foreign trade. In the first 11 months of this year, the CCPIT system issued 4.8931 million certificates of origin, ATA carnets, commercial certificates and other certificates, up 4.69% year on year. In the first 11 months, the amount of RCEP certificates issued by the national trade promotion system totaled 6.254 billion US dollars, with 142100 visas. Among them, in November, the amount of RCEP certificate of origin issued by the National System for the Promotion of Trade was US $599 million, the number of visas was 16487, there were 3062 enterprises handling the certificate, and the export destination countries included 9 member countries that have implemented the agreement, such as Japan, South Korea, Thailand. It is estimated that the total tariff reduction for China's products is US $9 million.

"Recently, with the orderly implementation of the optimization and adjustment measures for epidemic prevention and control, it is increasingly urgent for Chinese enterprises to 'go global' to explore the international trade market." Yang Fan said that CCPIT will explore and innovate according to the time and situation, and take multiple measures to help enterprises expand the international trade market and obtain orders.

First, we completed the approval of the first batch of pilot projects for overseas trade and economic exhibitions. In August this year, CCPIT officially accepted the application for participating in exhibition projects abroad in the form of "acting as an exhibitor", and 17 of the 22 approved exhibition projects have been implemented. Since the beginning of November, the approval of the first 15 pilot projects of overseas trade and economic exhibitions has been completed, involving 8 countries such as Germany and the United States, as well as textile, auto parts and other fields. Second, organize enterprise delegations to carry out economic and trade promotion activities overseas. Since November, CCPIT has led entrepreneur delegations to the APEC Business Leaders' Summit and the G20 Business Summit, organized enterprise delegations to visit the Czech Republic, Poland and Croatia, and held the China Croatia Economic and Trade Cooperation Forum. At the China Latin America Entrepreneurs Summit, BYD, Huawei and other enterprises actively demonstrated the latest achievements in high-end equipment and intelligent manufacturing, which attracted extensive attention from Latin American enterprises. Third, organize enterprises to return to important overseas exhibitions by offline participation. Recently, China Exhibition Group, affiliated to CCPIT, organized 58 Chinese enterprises to participate in the International Sporting Goods Fair in Munich, Germany, and signed trade orders worth about 18 million euros, with an intended amount of about 35 million euros; Each exhibitor received more than 70 effective customers on average, 150% more than before the epidemic, including 35% more new customers.

Yang Fan said that in the next step, CCPIT would start the examination and approval of subsequent overseas economic and trade exhibitions in a timely manner, accelerate the resumption of organizing offline enterprises to participate in overseas exhibitions, focus on promoting the participation and holding of exhibitions in developing countries, emerging market countries and strategic emerging areas, and take into account the well-known exhibitions in the industry of developed countries, so as to further help international trade enterprises expand business opportunities overseas.

In addition, international standards are an important technical basis for the development of the global governance system and economic and trade cooperation. On November 23, the International Organization for Standardization (ISO) officially registered Digital Trade - Basic Concepts and Key Initiatives, which was developed under the leadership of the Commercial Industry Committee of the China Council for the Promotion of International Trade, as a pre work project for international standard development.

"CCPIT attaches great importance to participating in the development of international standards, signed a memorandum of cooperation with the National Standards Commission, actively participated in international standardization activities, and achieved a series of results." Yang Fan said that, up to now, CCPIT's Commercial Industry Commission has been responsible for convening 11 working groups of ISO, leading the development of 18 international standards, involving emerging fields such as sharing economy, digital trade and online tourism, It mainly presents the following four characteristics: first, innovative international standardization proposal path; Second, achieve zero breakthrough in multiple professional fields; Third, meet the needs of global digital transformation; The fourth is to attract extensive participation from the international business community.
