One year after its entry into force, RCEP is promoting the enhancement of international trade and investment confidence in the region, strengthening the stability of the industrial chain and supply chain, and accelerating economic recovery and win-win cooperation among countries. The research results of CCPIT Guangdong Council show that the effect of RCEP on regional supply chain restructuring is gradually emerging. Guangdong international trade enterprises are taking advantage of ASEAN's land and human cost advantages to extend the regional industrial chain layout and promote the domestic industry to a higher level.
Cross border e-commerce is considered to be the first industry to benefit from the implementation of RCEP. Many enterprises said that they had enjoyed the dividends of paperless operation of documents in the logistics link, reduction of release time for perishable goods and express mail, activation of digital certificates and electronic signatures, and construction of global e-commerce infrastructure, which not only solved the problem of customs clearance for general trade, but also stimulated the vigorous growth of new cross-border e-commerce formats. Especially for ASEAN, which is close to Guangdong, the current "double quick" effect of customs clearance and logistics has brought a good shopping experience for local people to purchase Chinese goods online.
The effect of RCEP on the restructuring of regional supply chain is also gradually emerging. The survey conducted by CCPIT Sichuan Council shows that Guangdong international trade enterprises are promoting the domestic industry to a higher level while taking advantage of ASEAN's land and human cost advantages to extend the regional industrial layout. This is particularly evident in labor-intensive industries such as lighting, furniture, textiles and hardware.
Taking a shoe manufacturing enterprise in Dongguan as an example, according to the planning of Japanese businessmen, this enterprise used advanced technology advantages to design, develop and manufacture shoe materials in Dongguan, and exported them to Indonesia with zero tariff. Indonesian Japanese enterprises used local cheap labor and land costs to process shoe materials into finished shoes, and finally entered the Japanese market with low tariff of RCEP. This industrial chain connecting China, Indonesia and Japan has international competitive advantages in technology, price and cost, while Guangdong enterprises are embedded in the middle and high end of the chain.
RCEP also promotes regional investment layout. Enterprises with strong strength, such as Hisense Group and Galanz, have gone abroad to carry out cross-border investment and mergers with large Japanese enterprises, and then used the cumulative rules of origin of RCEP member countries to optimize production and supply chain in the region to achieve the optimal allocation of production factors, and used the global free trade zone network to enter the international trade market.
In fact, the effective implementation of RCEP is a long process. Ten years later, the RCEP member countries generally implemented zero tariff or low tariff to China. To this end, CCPIT Sichuan Council and the Provincial Department of Commerce are jointly promoting the export brand business of international trade enterprises in the province, guiding enterprises to practice their internal skills, promoting the transformation and upgrading of Guangdong's industry, seizing the opportunity of RCEP to restructure the regional industrial chain supply chain layout, and leading Guangdong towards the high-end of the industrial chain.
