According to the announcement jointly issued by the General Administration of Customs, the National Development and Reform Commission and the Ministry of Commerce recently, from January 1, 2023, the import tariff quotas of international trade will be comprehensively checked online and cleared paperless.

After the online verification is fully implemented, the issuing departments will no longer issue paper quota certificates, but all of them will be replaced by electronic quota certificates. The customs will automatically call the electronic data of quota certificates and the data of customs declaration forms for comparison and verification in the customs clearance process, so as to realize the paperless online processing of quota certificates in the whole process of application, issuance, customs clearance and verification, which will effectively improve the efficiency of customs clearance and reduce the operating costs of enterprises.

It is understood that in order to ensure the smooth implementation of the comprehensive online verification, the three departments have carried out relevant pilot projects since September 2022, with more than 100 enterprises participating in the pilot projects and enjoying the reform dividend. As one of the series of measures to promote the stability and quality of foreign trade issued by the General Administration of Customs, it is expected that this measure will bring customs clearance convenience to tens of thousands of international trade enterprises at the initial stage of implementation.

Ms. Guo, the relevant person in charge of Huaken International Trade Co., Ltd., which is engaged in the import of chemical fertilizers, said that the company did not need to go to the license issuing department to get the paper quota certificate, nor did it need to go to the customs clearance site to submit the paper quota certificate. The whole process was handled online, which significantly improved the efficiency of customs clearance, and saved a lot of labor and time costs.

It is reported that after the online verification of import tariff quotas in international trade has been fully implemented, the three departments will further optimize the online verification system based on the opinions and suggestions fed back by the majority of enterprises, continuously improve the sense of gain of international trade enterprises, and release the dividend of reform.
