At the time of the three-year examination, Nanjing District handed over the answer sheet of "more than 160 innovative institutional achievements reflecting the initiative have been formed in total, and five of them have been replicated and promoted nationwide".

It is understood that institutional innovation is the core of Nanjing area. With the promotion of institutional innovation, the level of openness and cooperation and the level of external influence in Nanjing have been further improved. The relevant person in charge of the Nanjing area said that, specifically, the Nanjing area solved the problem of "scattered areas and low areas" by strengthening integrated innovation; Solve the problem of "dare not break" by strengthening innovative initiatives; Solve the problem of "weak characteristics" by strengthening differential innovation.

It is reported that since its listing, Nanjing District has focused on core industries such as integrated circuits, biomedicine and modern finance, and broken the barriers with integrated institutional innovation, taking the biomedicine industry as an example. The Nanjing area has identified 24 reform measures in six categories, striving to initially form a complete industrial chain of "R&D+data+clinical+manufacturing+application" by 2025. At the same time, we will create a full-cycle service through subdividing professional modules and put into operation "six centers" (gene sequencing center, new drug detection center, mass spectrometry detection and analysis center, biological sample center, big data center and precision medical laboratory) to form a full-chain R&D service system for the biomedical industry.

Not long ago, Nanjing issued the Several Measures to Support the Open and Innovative Development of Biomedical Enterprises in the Nanjing Area of the China (Jiangsu) Pilot Free Trade Zone, proposing the establishment of a pilot list system for biomedical enterprises, and introducing 18 pilot measures from five aspects, including promoting the facilitation of international trade customs clearance and optimizing the quarantine and supervision of imported biological products. Among them, 6 of the first 14 pilot enterprises have received support in promoting pilot enterprises to apply for government-supported biomedical technology projects.

The person in charge of Jiangsu Jicui Pharmaceutical Biotechnology Co., Ltd. said that the Nanjing area cooperated with other departments and institutions to establish a sound one-stop service for risk assessment, customs clearance and inspection, follow-up supervision and multi-omics technology testing of special biological and pharmaceutical products, which reduced the time for import approval of biological products such as monoclonal antibodies, protein drugs, small molecular drugs, blood and its products, and the company's relevant experiments were carried out.

The Nanjing area has actively standardized the international trade rules of elevation as an important measure to speed up the construction of the opening-up highland. Focusing on the implementation of high standard international trade rules such as RCEP performance obligations and benchmarking CPTPP, the Nanjing area has carried out special research and developed 22 annual key reform and innovation tasks in the fields of investment openness and financial services. Among them, 11 works including digital trade chain electronic notarization have achieved phased results.

In view of the situation that enterprises are not familiar with and do not understand the international trade rules, the Nanjing area provides preferential services for enterprises. The FTA preferential "one-click" smart platform launched by the region can realize the one-click query of FTA tariff preferences, the one-click determination of rules of origin, the one-click direct connection of certificate of origin, and the one-click knowledge of FTA policies, so as to facilitate enterprises to enjoy the free trade agreement dividends.

Following the strategic positioning of "building an independent innovation pilot zone with international influence, a modern industrial demonstration zone and an important platform for opening up and cooperation", Nanjing District strives to promote the co-construction of national new areas and free trade pilot zones, and strives to create a first-class innovation ecology, industrial form and open business form. According to the relevant person in charge of Nanjing area, breakthroughs are mainly made in three aspects.

First, make breakthroughs in the effective allocation of innovative elements. The Nanjing area has built an innovation subject cultivation system, set up 87 new research and development institutions, more than 1100 incubating small and medium-sized technology-based enterprises, created 4 unicorn enterprises and 64 incubating unicorn enterprises, and high-tech enterprises have doubled in three years. We have innovated the talent evaluation mechanism and promoted the operation of the entire chain of intellectual property.

Secondly, we should make breakthroughs in service and construction of modern industries. Focus on the development of advantageous industries and emerging industries, focus on the needs of market entities, and explore the reform of system integration. Optimized the support of industrial public service platform. It has established the scientific instrument open sharing service alliance, the first national life and health multi-organizational science and technology innovation technology service platform, and built the "science and technology innovation and financial" government-enterprise and bank-integrated digital financial service platform and the first new financial infrastructure in China - the Yangtze River digital financial platform.

Third, make breakthroughs in improving the level of openness and cooperation. Over the past three years, Nanjing has issued more than 80 supporting policies of various kinds, fully promoting openness and cooperation, and improving the level of international trade and investment facilitation. Participated in the construction of the Yangtze River Delta Pilot Free Trade Zone Alliance, and developed jointly with the Ninghuai Intelligent Manufacturing Park.

In the next step, Nanjing will further give play to the advantage of "overlapping of two regions", systematically plan to deepen reform measures in the next three years, continuously improve the identity of free trade reform in promoting high-level institutional opening, creating a modern industrial system with distinctive innovative characteristics, and promoting the development of digital economy, so as to better promote the high-quality development of the province's economy and international trade.
