1、 Implementation background

Small and medium-sized enterprises are the new force of national economic and social development, and the largest and most innovative group of enterprises in China. At the end of 2001, China's entry into the WTO opened a new chapter in opening up. Since then, the right to operate foreign trade has been continuously liberalized, and the majority of small and medium-sized enterprises have played an increasingly important role in foreign trade activities.

Since the reform and opening up, China's small and medium-sized enterprises have continued to grow and become an important part of the national economy. However, compared with large enterprises, small and medium-sized enterprises have fewer financing channels, higher financing costs, and lower ability to resist international risks. They present certain development disadvantages in terms of production scale, technology level, innovation ability, etc. There are problems such as low product quality, low added value, and low competitiveness, which are not conducive to the development of small and medium-sized enterprises' international trade business.

The Law of the People's Republic of China on the Promotion of Small and Medium-sized Enterprises (hereinafter referred to as the "Promotion Law") was formally implemented in January 2003. In response to China's accession to the WTO, the open institutional framework and incentive laws and regulations have jointly promoted the high-quality development of international trade of small and medium-sized enterprises.

2、 Implementing Rules to Promote the High-quality Development of Trade of Small and Medium-sized Enterprises

The legislative purpose of the Promotion Law is to "improve the business environment of small and medium-sized enterprises, promote the healthy development of small and medium-sized enterprises, expand urban and rural employment, and give play to the important role of small and medium-sized enterprises in the national economic and social development." Under the guidance of this purpose, the Promotion Law provides specific implementation rules for promoting the development of small and medium-sized enterprises from multiple dimensions. The first is financial support. The subject of small and medium-sized enterprises has been set up in the central financial budget, which directly solves the problem of financing for small and medium-sized enterprises. The Promotion Law clearly requires financial institutions to increase credit support for small and medium-sized enterprises, improve the financing environment for small and medium-sized enterprises, and broaden the financing channels for small and medium-sized enterprises. After nearly 20 years of development, the number of small and medium-sized enterprises participating in foreign trade and the total export delivery value have increased significantly. The total trade volume of China's small and medium-sized enterprises has reached a certain scale and has shown strong growth potential. The foreign trade of small and medium-sized enterprises plays an important role in promoting the development of China's trade.

The Promotion Law also introduced specific implementation rules on technological innovation and international trade market development. Small and medium-sized enterprises' technological innovation projects can enjoy the loan discount policy to provide policy and information technology advice for growing small and medium-sized enterprises. The Promotion Law also encourages small and medium-sized enterprises to participate in international trade by developing export credit and export credit insurance, and supports small and medium-sized enterprises to develop international markets. As a result, the export market structure of small and medium-sized enterprises (SMEs) has been continuously improved, which used to be dominated by traditional markets such as the European Union, Japan, the United States, and Hong Kong, China. With the growing ability of SMEs to develop international markets, their export share in Africa and other markets has also increased. From the perspective of export commodity structure, the export of small and medium-sized enterprises has been concentrated in labor-intensive products for a long time. In recent years, it has shown a trend of gradually changing from low-value-added products to high-end products.

3、 Future focus

The Promotion Law has been implemented for 20 years, and has been revised and optimized many times in the process. However, there are still some problems such as weak legal provisions, operability and timeliness. Promoting the development of small and medium-sized enterprises is a long-term work of coordination and cooperation among many departments. Therefore, all departments and regions need to formulate supporting measures and relevant policies and regulations as soon as possible according to their actual conditions, and implement the provisions to promote the high-quality trade development of small and medium-sized enterprises.

First of all, governments at all levels should provide a good macro environment for the international operation of small and medium-sized enterprises. Under the guidance of the relevant provisions of the Promotion Law, they should continue to improve the supervision service system and policy guidelines, strengthen the protection of intellectual property rights and other ways to create an external environment for fair competition for small and medium-sized enterprises, ensure that the foreign trade activities of small and medium-sized enterprises are more standardized and standardized, and further stimulate the vitality of small and medium-sized foreign trade enterprises in China Reduce the cost of foreign trade industry, improve the efficiency of foreign trade industry, and promote the sound development of China's international trade enterprises.

Second, take the "the Belt and Road" construction as an opportunity to establish a platform for economic, trade and technical cooperation. Under the framework of the Promotion Law, governments at all levels should take the initiative to build a "small and medium-sized enterprises' 'the Belt and Road' cooperation service platform", provide small and medium-sized enterprises with information on economic and trade activities of countries along the line, and support local competent departments of small and medium-sized enterprises, small and medium-sized enterprise service institutions and CCPIT branches to jointly carry out business negotiations, project docking and other activities.

Third, promote two-way investment by small and medium-sized enterprises. Governments and industry associations at all levels should integrate, optimize and comprehensively implement the implementation rules of the "Promotion Law" in terms of financial support, entrepreneurship support, technological innovation, and international trade market development, support the construction of cooperation zones between China and countries along the line where conditions permit, and further give play to the carrier role of the cooperation zone in introducing advanced technology, management experience and high-quality talents, and in the construction of small and medium-sized enterprise service system, technological transformation, financing services Provide guidance and services for the construction of small and micro enterprises' entrepreneurship and innovation base and talent training.
