In 2022, the General Administration of Customs actively supported the rapid development of cross-border e-commerce, market procurement and other new business forms and new models, issued a series of measures in a timely manner, formed a number of replicable and promotable institutional innovation achievements, further helped enterprises to rescue and reduce costs, injected new impetus into the high-quality development of new trade forms and made every effort to promote the stability and quality of foreign trade.

The first is to solve the problem of "difficult return" and promote the continuous growth of cross-border e-commerce. Guangzhou Customs pioneered the one-stop supervision mode of "package" for cross-border e-commerce export returns in the country, constantly improving the Nansha seaport and airport check-in system, realizing the organic docking of the two hub ports, and supporting the all-weather operation of "package" export. According to statistics, in the first 10 months of 2022, Guangzhou Customs supervised the re-export of 26.839 million packages, an increase of 107.5%.

Under the "package" mode of cross-border e-commerce export returns, enterprises can set up a cross-border e-commerce global return center warehouse in Guangzhou Nansha Comprehensive Bonded Zone, return multi-port export goods from Nansha Port to Nansha Comprehensive Bonded Zone, and match and re-export with new export goods, effectively reducing the comprehensive operating costs of international trade enterprises.

The second is to help small commodities move to the "big stage" and support the healthy development of market procurement trade. In October 2022, the 1400 pieces and 2.89 tons of fruit drinks of Ruili International Commodity Trading Market Co., Ltd. were successfully exported to overseas, marking the official implementation of the Yunnan market procurement trade and export of prepackaged food. "The market procurement trade has opened up a new way for us to export prepackaged food. Now we can directly purchase, apply for inspection, apply for export of beverages, sweets, condiments, etc. in Ruili, which greatly enriched the enterprise's export product structure," said Huang Peipei, the manager of the company's marketing department.

It is understood that in order to promote the diversified export of market procurement trade, the General Administration of Customs has successively launched a number of facilitation measures, such as expanding the pilot scope of international trade export of prepackaged food, simplifying and optimizing the applicable conditions for automatic examination of documents for small and small batch exports, and optimizing customs supervision, to help small and medium-sized enterprises solve difficulties and drive more small commodities to stride into the international trade market.

The third is to promote the high-quality development of "bonded+" business. In order to promote the vigorous development of bonded maintenance, bonded research and development, bonded financial leasing and other businesses, the customs actively cooperated with the Ministry of Commerce to dynamically adjust the maintenance product catalog of the comprehensive bonded zone, studied and supported the measures related to bonded maintenance in the free trade pilot zone, and further expanded the supervision and management methods of processing trade of enterprise groups. At present, more than 300 enterprises have been included in more than 100 groups, which can save 1.6 billion yuan in enterprise capital occupation and operating costs.

In Shenzhen, the customs piloted the mode of distribution and centralized reporting for the goods imported and exported from the Comprehensive Bonded Zone to the outside of the zone, achieving the goal of "batch export, one-time customs declaration", and improving the efficiency of customs clearance by 80%; In Shanghai, the customs fully supports the development of the civil aviation industry, and the integrated supervision mode of "one company, two places" has come into effect, realizing the separate processing and integrated final assembly of the two bases in and outside the comprehensive protection zone; In Chengdu, the customs assisted the international trade enterprises to strengthen and expand the processing and manufacturing industry by implementing the "convenient supervision mode of equipment parts", and the import and export value of international trade in Chengdu Hi-tech Comprehensive Bonded Zone ranked first in the country; In Tianjin, the customs has innovated the reform measures such as cross-customs area and cross-regional entrusted supervision to support Tianjin to become the second largest aircraft leasing gathering place in the world and the first in China.
