In 2022, Pudong's international trade showed strong resilience and vitality. From January to October, the total import and export volume reached 2.02 trillion yuan, up 4.9% year-on-year, accounting for 58.5% of the city. On November 30, the "2022 Pudong New Area Trade Promotion Conference for the Leading Area of Socialist Modernization" was held in the Pudong New Area Office Center. Pudong launched ten key measures to deepen institutional openness, optimize the business environment, and improve the quality and level of international circulation.
First, accelerate the implementation of the corporate rescue policy. Detailed rules have been issued and fully implemented within the year.
Second, gather and cultivate high-energy trade entities. Deeply implement the "Global Operator Plan". Strengthen cooperation with Pudong Customs to jointly cultivate AEO advanced certification enterprises.
Third, make full use of the effective dividend of RCEP. Accelerate the implementation of several measures of the Regional Comprehensive Economic Partnership Agreement in Pudong New Area with high quality, and guide enterprises to make good use of the reciprocal measures of the RCEP Free Trade Agreement. Strengthen the service function of the Pudong Council for the Promotion of International Trade to issue RCEP preferential certificate of origin for enterprises.
Fourth, promote cross-border e-commerce to improve quality and efficiency. Comprehensively promote the implementation of the three-year action plan for cross-border e-commerce, and create the "Silk Road e-commerce" cooperation pilot zone. Promote the cooperation between cross-border e-commerce platforms and digital content platforms, and promote the digital transformation of traditional trade enterprises.
Fifth, expand new offshore international trade. We will promote the expansion of offshore trade from goods to offshore services, and further increase policy support. Expand the functions of the "Offshore Connect" platform and improve the level of cross-border settlement facilitation.
Sixth, promote the innovative development of service trade. Create a demonstration zone for innovative development of service trade, and cultivate demonstration bases and projects. We will expand the scope of the pilot reform of biomedical special items and research and development items. We will vigorously promote the opening up of digital trade.
Seventh, continue to amplify the spillover driving effect of the Expo. Implement the "6+365" platform energy enhancement action, enhance the platform's bonded display, import distribution and consumption promotion functions, and continue to promote the transformation of exhibits into commodities. Constantly enrich the "global exchange" function of imported goods.
Eighth, promote the coordinated development of foreign trade and industry. We will deepen reform pilot projects such as the import of remanufactured products as new products, the development of integrated circuit industry, and regulatory innovation. Strive for qualified enterprises in the pilot free trade zone to pilot the bonded maintenance business. Accelerate the replication and promotion of the Yangshan special comprehensive protection zone policy in specific areas of Pudong.
Ninth, strengthen financial service support. Support China Sinosure Shanghai Branch to further expand the coverage of export credit insurance. We should make good use of policy-based financing guarantees and expand the credit scale of small and medium-sized international trade enterprises. Support enterprises to use foreign exchange derivatives for exchange rate hedging and orderly promote scientific hedging of enterprises.
Ten is to strengthen legislative protection and foreign-related legal services. We will speed up the legislation of the entry and exit supervision and quarantine system for special biological and pharmaceutical products in Pudong. We will give full play to the role of Shanghai's technical trade measures service platform and implement the trade adjustment assistance system in depth.
Shanghai Municipal Commission of Commerce will focus on four aspects to create a better business environment for cross-border trade enterprises: first, continue to optimize customs clearance+logistics operation process. Continue to promote the "early declaration" and "two-step declaration", expand the promotion and application scope of the two-stage access mode, encourage shipping companies and port operating enterprises to carry out paperless document exchange, and strengthen the informatization construction of air ports. Second, promote institutional innovation in the field of cross-border trade. Actively strive for the support of national ministries and commissions, and further optimize the customs supervision mode of coastal piggyback business. Support the construction of cross-border e-commerce retail import and return center warehouse, and allow export goods and returned re-export goods to be "packaged" and transported overseas. Third, continue to standardize port charges. Strengthen joint law enforcement inspection, investigate and deal with all kinds of price violations in accordance with the law, and timely publish them to the public. Relying on platforms such as EIR2.0, we have piloted the appointment management and online management of box cleaning/repair to promote the "service mark and transparent charge" of the box cleaning and repair. Fourth, expand financial services with international trade characteristics. The exclusive financing financial products will be launched in the "single window" of international trade in Shanghai to reduce the financing costs of foreign trade enterprises.
