Take various forms such as exhibition at sea

According to Yang Fan, China Council for the Promotion of International Trade (CCPIT) first completed the examination and approval of the first batch of pilot projects for international trade and economic exhibitions. In August 2022, the China Council for the Promotion of International Trade officially accepted applications for participating in exhibitions abroad in the form of "acting exhibition", and 17 of the 22 approved exhibition projects have been implemented. Since the beginning of November 2022, the approval of the first batch of 15 pilot projects of overseas economic and trade exhibitions has been completed, involving 8 countries such as Germany and the United States, as well as textile, auto parts and other fields. From the perspective of the six projects implemented, enterprises have generally reported good results and fruitful results, and the intended turnover and new customers have exceeded the deadline.

Second, organize enterprise delegations to carry out economic and trade promotion activities overseas. Since November 2022, the China Council for the Promotion of International Trade (CCPIT) has led a delegation of entrepreneurs to attend the APEC Business Leaders Summit and the G20 Business Summit, and has had extensive exchanges with business people from all countries. Organize enterprise groups to visit the Czech Republic, Poland and Croatia, hold the China-Crossian Economic and Trade Cooperation Forum, and promote practical business cooperation with enterprises in Central and Eastern Europe. At the China-Latin America Entrepreneur Summit, BYD, Huawei and other enterprises actively displayed the latest achievements in high-end equipment and intelligent manufacturing, which attracted wide attention from Latin American enterprises.

Third, organize enterprises to return to important overseas exhibitions in the form of offline participation. Recently, the China Exhibition Group, affiliated to the China Council for the Promotion of International Trade, organized 58 Chinese enterprises to participate in the International Sporting Goods Exhibition in Munich, Germany, with 120 booths and an exhibition area of 1080 square meters. The amount of trade orders signed was about 18 million euros, and the intended amount was about 35 million euros; Each exhibitor received more than 70 effective customers on average, 150% more than before the epidemic, of which the number of new customers increased by 35%. The exhibitors generally reported that this exhibition was the best in recent years, and the number of orders obtained increased significantly compared with that before the epidemic, and they said that they would reserve the booth for the next exhibition.

Yang Fan said that in the next step, China Council for the Promotion of International Trade (CCPIT) will promptly start the approval of the follow-up overseas trade and economic exhibition projects, accelerate the resumption of the organization of enterprises to participate offline, focus on promoting the exhibition in developing countries, emerging market countries and strategic emerging areas, and at the same time pay attention to the well-known exhibitions in developed countries and industries to further help enterprises expand the international trade market.

The global trade friction index is at a high level

In order to help enterprises effectively cope with economic and trade frictions and provide risk early warning and decision support, the CCPIT has systematically tracked the economic and trade measures of 20 countries and regions, and regularly issued the global economic and trade friction index report. The global economic and trade friction index for September and October 2022 was also released on the same day.

According to Yang Fan, the global economic and trade friction index in September 2022 was 183, at a high level, up 21 points from August and 108 points from the same period last year; The global economic and trade friction index in October was 253, up 70 points from September and 203 points from the same period last year, the second highest level in 2022, indicating that the global economic and trade friction conflict was further intensified.

From the perspective of countries (regions), the United States, the European Union, India and Brazil are the main countries that cause global economic and trade frictions and conflicts. From the perspective of sub-measures, the top three indexes are the index of import and export restrictions on international trade, the index of other restrictive measures and the index of technical trade measures. Other restrictive measures include trade-related intellectual property measures, investment measures and subsidy measures. From the perspective of the areas covered by the measures, they mainly involve electrical equipment and its parts, mechanical appliances and their parts, steel and iron products, grains, oilseeds and fruits, mineral fuels, organic and inorganic chemicals, vehicles and their accessories.

Recently, China has resorted to the WTO dispute settlement mechanism for the export control measures of the United States on Chinese chips and other products. Yang Fan said that the China Council for the Promotion of International Trade and the China International Chamber of Commerce firmly support the Chinese government to safeguard its legitimate rights and interests through legal means. The original purpose of export control is to protect all countries from the threat of proliferation of nuclear, chemical and biological weapons and their means of delivery, and to maintain world peace and security. However, in recent years, the United States has listed a large number of Chinese entities in the "entity list" of its export control, and has strictly restricted the ability of Chinese enterprises to acquire high-performance computing chips, advanced computers, specific semiconductor manufacturing facilities and equipment, and related technologies through export control rules, with the intention of imposing technical repression and blockade on China.

Do a good job in serving foreign-funded enterprises

Since November 11, 2022, the comprehensive group of the joint prevention and control mechanism of the State Council has successively issued "20 measures to optimize epidemic prevention and control" and "10 new measures to optimize the implementation of epidemic prevention and control".

In response, CCPIT conducted a rapid survey of more than 160 foreign-funded enterprises and foreign business associations. The statistical results show that 91% of the foreign enterprises and business associations interviewed very much support the optimization of epidemic prevention and control policies. 99.4% of the foreign-funded enterprises interviewed were more confident about the prospects of China's economic development in 2023, and said they would continue to invest in China and share the development dividend of China. 98.7% of the foreign-funded enterprises surveyed said they would maintain and expand their investment in China, 89.8% said they would maintain the industrial chain in China, and 10.2% of the foreign-funded enterprises planned to transfer the foreign industrial chain to China.

At the press conference on the same day, CCPIT also introduced the arrangements for absorbing and utilizing foreign capital. Yang Fan said that China Council for the Promotion of International Trade will earnestly implement the important deployment of the Central Economic Work Conference on foreign investment work, take the special class of the national trade promotion system serving foreign enterprises as an important starting point to promote the overall improvement of economic operation, continue to do a targeted job in the service of foreign enterprises, make greater efforts to promote the stable stock and expansion of foreign investment, and contribute to the promotion of trade to promote a high level of opening up.

First, improve the quality and effect of the special class work, accelerate the promotion and application of the direct reporting platform of foreign-funded enterprises' appeals, expand online training and personalized services, establish a classified database of foreign-funded enterprises' appeals, and strive to solve the appeals of foreign-funded enterprises.

The second is to strengthen the normalization of relations with transnational corporations and foreign business associations, hold a good symposium on foreign-funded enterprises, strengthen cooperation with relevant departments and local governments, organize more policy seminars and government-enterprise dialogues, and strengthen policy interpretation and precise drip irrigation.

Third, improve the functions of the local business environment monitoring system, carry out annual business environment research and issue evaluation reports, improve the construction of platforms such as "Invest in China", organize "local travel" activities, and support local governments to use major exhibition forums to attract investment.

Fourth, strengthen the tracking services for key foreign-funded enterprises and projects, provide the maximum convenience for foreign investors to engage in international trade and investment negotiations in China, coordinate and promote the implementation of major foreign-funded projects, and guide more foreign investment in advanced manufacturing and other fields.

In 2022, the Guidelines for Business Environment in Foreign Investment Countries (Regions) was officially released

In order to promote the stable, orderly and healthy development of foreign investment cooperation and help enterprises to better develop the international market, the China Council for the Promotion of International Trade (CCPIT) has compiled and issued the Business Environment Guide for Enterprises to Foreign Investment Countries (Regions) since 2019, which comprehensively and systematically introduces the economic and trade situation of key countries (regions), the environment for attracting foreign investment, relevant preferential policies, compliance operation regulations, and basic information on work and life, And the local investment and financing channels of Chinese enterprises.

"In the past three years, we have published guides for 90 countries and regions. In 2022, we organized the preparation of guides for 18 countries and regions, including Angola, Panama, Timor-Leste, Lebanon, Moldova, Hong Kong, China, and updated the guides for 12 countries, including Indonesia, Thailand, Myanmar, France, Canada, and Mexico, bringing the total number of countries and regions covered by the series to 108," Yang Fan said.

It is reported that there are 21 guides published this time, including 15 newly compiled guides, covering Algeria, Angola, Panama, Timor-Leste, Denmark, Ecuador, Finland, C ô te d'Ivoire, Cameroon, Lebanon, Morocco, Moldova, Norway, Namibia and Senegal; 6 This updated guide covers Indonesia, Thailand, Singapore, the United Kingdom, Canada and Mexico.
