According to the customs data, the total import and export value of Jining City's foreign trade in 2022 was 84.82 billion yuan, breaking through the 70 billion and 80 billion yuan, up 25% year on year (the same below), 11.2 percentage points higher than the overall growth rate of the province. Overall, the import and export situation of Jining in 2022 mainly has the following four characteristics.

First, the endogenous power of foreign trade continued to consolidate and the processing trade continued to recover. According to customs data, in 2022, Jining will import and export 75.82 billion yuan in the form of general trade with longer value chain and higher added value, an increase of 23.3%, accounting for 89.4% of the city's total foreign trade value; Import and export through processing trade amounted to 8.08 billion yuan, up 43.8%.

Second, trade entities of all natures are improving at the same time, and trade autonomy is constantly increasing. According to customs data, the import and export of private enterprises in Jining reached 67.42 billion yuan, up 28.6%, 3.6 percentage points higher than the overall growth rate of the city over the same period; Over the same period, the import and export of foreign-invested enterprises and state-owned enterprises increased by 8% and 26.2% respectively, maintaining a good growth trend.

Third, the level of trade diversification has improved, leading the growth rate of other members of RCEP. Jining's import and export to emerging markets such as ASEAN, Brazil and Russia increased by 38.2%, 62.6% and 92.1% respectively, with a significant increase in the share; The import and export to other member countries of RCEP increased by 25.5%, 0.5 percentage points higher than the overall growth rate of the city in the same period, and the dividend of RCEP continued to be released.

Fourth, the export growth of key products is good, and the supply of imported products is stable. Jining's exports of mechanical and electrical products, labor-intensive products and agricultural products increased by 42.8%, 29.7% and 10.9% respectively. During the same period, the import of pulp, natural rubber and synthetic rubber (including latex), coal and lignite, and plastic products increased by 28%, 19.2%, 15.1% and 19.1% respectively.

In 2022, Jining Customs will earnestly implement the general requirements of "epidemic prevention, economic stability, and development security", constantly optimize the port business environment, improve the level of customs clearance facilitation, and actively serve the high-quality development of Jining's economy and society.

Improve service and promote growth. First, carry out in-depth interpretation of policy publicity and implementation. The team members led the "one county, one policy" to explain the customs policies such as RCEP, AEO, tax reduction and exemption, and hazardous chemicals supervision, so as to realize the full coverage of 11 counties, cities and 3 functional areas, and train more than 380 enterprises and more than 3000 people in total, so that enterprises can fully enjoy the policy dividend. The second is to carry out the activity of "I do practical things for the masses". Through the "customs officer reception day", WeChat group of customs enterprises and other carriers, we have extensively inquired about the needs of enterprises, and combined with the city's "help enterprises climb" activities to do a good job in foreign trade enterprise services. Organize customs officers to carry out activities of "same work, same post and same labor" in key enterprises, and help solve more than 30 practical difficulties. Third, help deepen the construction of "AEO Demonstration City". We will continue to implement the working method of "selection, intensive education and intensive examination" and recommend 8 enterprises to pass the advanced certification of Qingdao Customs. The number of AEO enterprises in the jurisdiction increased to 21, with the annual import and export value of 19.54 billion yuan, accounting for 23% of the total import and export value of Jining City.

We will fully implement preferential policies. First, establish a benefit account for key import enterprises, target the introduction of RCEP policies, and guide Shantui Import and Export Company to obtain the qualification of approved exporters of RCEP. 1372 certificates of origin under the RCEP were issued, with a value of US $56.717 million, and the enterprise was exempted from foreign tariffs of 8 million yuan. The second is to guide the use of preferential policies of origin. Promote the application of self-help printing of certificate of origin and other convenient measures, and provide visa services for agricultural products export in the vicinity of Jinxiang County Trade Service Center. 15600 preferential certificates of origin were issued, amounting to US $1.03 billion, up 36.0% and 59.9% respectively year on year, which could reduce foreign tariffs by 360 million yuan for enterprises. Third, we will earnestly implement the tax reduction and exemption policy. Provide key enterprises with tax reduction and exemption business "specialists" to help them plan preferential schemes in advance, and guide the whole process of tax reduction and exemption filing and customs clearance of goods. The approved value of goods subject to tax deduction and exemption was US $37 million, and the tax deduction and exemption was 34 million yuan, with a year-on-year increase of 360% and 370% respectively.

We will spare no effort to safeguard the security of our country. First, strengthen the quality supervision of inbound and outbound commodities. According to customs data, 10 batches of exported fertilizer were found to be unqualified; Six cases of imported mechanical and electrical equipment were found to be non-standard; 9 batches of unqualified packages of export dangerous goods were detected; 154 batches of cotton were found to have a short weight of 547 tons, helping enterprises recover 7.5 million yuan of losses. Second, continue to strengthen the management of inbound and outbound animals and plants. Strengthen the supervision of animal and plant quarantine and disinfestation treatment, and safely implement quarantine treatment of 5983 batches and 477800 tons. Third, 5294 entry-exit persons were examined in 2022, 5409 entry-exit persons were vaccinated, 4531 persons were tested for AIDS, and 10 cases of AIDS, syphilis and other infectious diseases were detected. Fourth, we strengthened the work of combating smuggling in key areas, and investigated 13 criminal cases in the whole year, with a value of 222 million yuan, an increase of 132% year on year; The tax involved was 51.79 million yuan, up 115% year on year. Among them, 4 cases of gun smuggling and 1 case of drug smuggling were investigated and handled to reduce social security risks. The joint special action of "National Sword 2022" was solidly promoted, and the smuggling case of percussion instruments successfully investigated was worth 210 million yuan.

We will help expand opening-up. First, implement the major project deployment of the municipal party committee and the municipal government, assist the green, low-carbon and high-quality development of Jining City, and fully support the development and construction of the inland port and shipping industry. Third, we will vigorously support the export of products with local characteristics. Strengthen guidance and assistance, promote the export of hairy crabs, salted duck eggs and other characteristic products, and export carp seeds to Israel for the first time. Assisted Jining in expanding the export of traditional advantageous plant products such as straw and willow weaving and furniture, and exported 6234 batches of plant products with a value of 1.03 billion yuan, up 22.1% and 16.9% respectively year on year. Fourth, assist the local government to promote the construction of technology trade measure evaluation base. In 2022, the evaluation base of measures to promote the technical trade of Liangshan special vehicles and parts was officially approved by the General Administration of Customs, and was listed as a key support project in the Measures of the General Administration of Customs to Support Shandong to Deepen the Transformation of New and Old Kinetic Energy and Promote the Green, Low-carbon and High-quality Development. Jining garlic product technology trade evaluation base passed the first annual assessment of the General Administration of Customs with high scores.
