The level of infrastructure connectivity has been improved unprecedentedly, and the comprehensive service capacity of Beibu Gulf Port has been enhanced unprecedentedly The comprehensive policy of reducing costs, improving efficiency and optimizing service has achieved unprecedented results, and the growth rate of channel logistics has achieved unprecedented breakthroughs.

Solid implementation of policies and continuous acceleration of channel construction

In autumn and winter, excavators extend iron arms and engineering vehicles shuttle back and forth... There is a busy scene at the construction site of Pinglu Canal in Guangxi. The Pinglu Canal connects the main stream of the Xijiang River and the Beibu Gulf Port. It is the first grand canal built since the founding of the People's Republic of China to connect rivers and seas, and is also the backbone project of the new land-sea channel in the west.

In order to build the new land and sea channel in the west with high quality, in 2022, Guangxi issued more than 10 work plans, including "Key Points for Guangxi to Promote the Construction of the New Land and Sea Channel in the West in 2022" and "Double 7" Subsidy Plan for the New Land and Sea Channel in the West in 2022, to comprehensively deploy and grasp the work of the channel construction; A series of policy documents were issued, such as Several Policies and Measures for the High-Quality Construction of the New Western Land-Sea Channel in Guangxi, the Support Policy for the Development, Construction and Operation of the Liuzhou Railway Port of the New Western Land-Sea Channel, and the Implementation Opinions on Strengthening the Overall Utilization of the Space Resources in the Beibu Gulf Sea Area to Support the Construction of the Beibu Gulf International Gateway Port, to release the policy dividend and efficiency as soon as possible.

With the continuous improvement of the infrastructure network of the new land and sea channels in the west and the significant improvement of the channel operation efficiency, the logistics market demand will also accelerate the expansion. It is particularly important to speed up the infrastructure construction in order to build the new land and sea channel in the west with high quality. With the joint support of various policies, Guangxi has achieved "acceleration" in the construction of the new land-sea channel project in the west.

Major breakthroughs have been made in major projects in the field of water transport. The Pinglu Canal, the backbone project of the new land-sea channel in the west, has successfully completed the project approval, feasibility study and preliminary design approval, and achieved substantial commencement and continuous construction on August 28, 2022, with an annual investment of more than 3.6 billion yuan.

The main channel railway project has achieved fruitful results. The Nanning-Chongzuo section of the Nanning-Pingxiang high-speed railway was completed and put into operation, the electrification transformation of the Qisha branch line of Fangchenggang, and the construction of the four-share receiving-departure line at Fangchenggang station were completed and put into operation. The construction of the second line of the Qinzhou-Fangchenggang high-speed railway is about to begin, and the Guiyang-Nanning railway will be completed and put into operation by the end of 2023; The feasibility study of the Huangtong-Baise Railway has been submitted to the National Development and Reform Commission by the State Railway Group in cooperation with the governments of the two provinces and regions of Guizhou and Guangxi. The preliminary work of the additional second line of the Guizhou-Guangxi Railway and the Yunnan-Guangxi border railway has been accelerated.

Phased progress has been made in the construction of expressway network. The reconstruction and expansion of the first phase of the G80 Nanbai Expressway, the construction of nearly 2000 kilometers of expressways from Haitang to Legou in Qinzhou, Dongxing to Pingxiang, and a number of expressways from Nandan to Tian'e and Tianlin to Xilin have been completed and opened to traffic. The mileage of the new expressways throughout the year has exceeded 800 kilometers, and the "County to County Expressway" has been fully realized. The mileage of the expressways has reached more than 8000 kilometers.

The port service capacity has been continuously improved. The first automated container terminal for sea-railway intermodal transport in China has been completed and put into operation, realizing the berthing of 150000 tonnage container ships. The construction of such projects as No. 10 berth, No. 9, in the south operation area of Dalianping, Qinzhou Port, and No. 2 berth, No. 1, in the Chisha operation area of Fangcheng Port will be accelerated, and will be completed and put into operation in 2023. In 2022, the new comprehensive throughput capacity of the Beibu Gulf Port will exceed 30 million tons.

The construction of "double hubs" of Nanning Airport was accelerated. Nanning International Airport Integrated Transport Hub and Nanning Airport Public Cargo Terminal Phase II were completed and put into use. The construction of the airport airside transfer center and international waiting area of Nanning Airport was commenced. The feasibility study approval for the T3 terminal area and supporting projects of Nanning Airport was completed, and the project construction was fully started on January 8, 2023.

The layout of logistics hub nodes continued to improve. Pingxiang land border port-type national logistics hub was successfully approved, the core area of Liuzhou Railway Port (Xi'e Railway Logistics Center) was put into operation, and the construction of major logistics hub platforms such as Nanning International Railway Port and Sino-Singapore Nanning International Logistics Park was accelerated.

Expand the "circle of friends" and unblock the major channels of international trade and logistics

With the in-depth implementation of RCEP, regional economic integration has accelerated, and logistics demand has increased significantly. "There is no off-season in 2022." The relevant person in charge of Beihai Terminal Co., Ltd. of Beibu Gulf Port said that at the Beihai Tieshan Port Terminal, there is a continuous flow of vehicles carrying goods. As the number of enterprises and hinterland customers increases, the terminal business is busier.

The number of sea-rail intermodal trains has increased rapidly. In 2022, we will actively explore the markets of Henan, Hebei, Jiangxi and other provinces. At present, the Beibu Gulf sea-rail intermodal train has covered 113 stations in 60 cities in 17 provinces, realizing full coverage in 12 western provinces. In 2022, the number of sea-rail intermodal trains in the new land-sea corridor in the west will exceed 8820, with an increase of more than 40%, and the annual target of 7000 trains will be achieved 71 days ahead of schedule.

The container routes in Beibu Gulf are increasing year by year. In 2022, the Qinzhou-North America West Container Liner was officially opened, filling the gap between the Beibu Gulf Port and the direct ocean routes in North America. A total of 11 container routes were opened in the year, with a total of 75 routes, and more than 200 ports in more than 100 countries (regions) were opened. The Beibu Gulf Port has completed a container throughput of 7.02 million TEUs, an increase of 16.8%, ranking the top of major coastal ports in China for five consecutive years; The cargo throughput reached 370 million tons, up 3.7%.

The international air cargo network continues to expand. In 2022, seven international cargo routes from Nanning to New Delhi, Sabah, Hanoi and Chennai will be opened, with a total of 17 routes. In the whole year, the international cargo and mail throughput of Nanning Airport reached 73000 tons, an increase of 207%, and the growth rate ranked among the top 29 airports in the country.

The scale of cross-border land transport continued to expand. In 2022, 2182 China-Vietnam cross-border trains (via the Pingxiang Railway Port) were operated, up 14.6%, exceeding the annual target. In addition, Pingxiang Friendship Customs Port is the only port in the country's land border highway ports to Vietnam that has been operating continuously since the outbreak of the epidemic.

Create an excellent business environment, accelerate and stimulate the economic vitality of the channel

In recent years, the port infrastructure has been increasingly improved, the traffic has become more convenient, the Beibu Gulf has become prominent, many well-known international and domestic enterprises have settled in Guangxi, and the regional economic development is full of vitality.

"Under the guidance of China and Malaysia's' two countries and two parks' and RCEP policy, enterprises have vigorously developed ASEAN trade". According to the relevant person in charge of Guangxi Qinbao International Trade Co., Ltd., Thailand cassava chips, Indonesia minerals, Malaysia palm oil, Myanmar broken rice and other goods were transported to Qinzhou Port by ship to "get off the ship and get on the train", and then distributed to other provinces and cities in the west through the sea-rail intermodal train. Relying on the location advantage of Qinzhou Port, the company has built a full-range supply chain service system for international trade. At present, the company's annual turnover has reached 5 billion yuan.

In recent years, Guangxi has continuously optimized its business environment and achieved remarkable results. At present, the intermediary service fee of Beibu Gulf Port is basically the same as that of Ningbo Port.

Deepen the "single window" cooperation along the corridor, and share business data with Chongqing, such as Guizhou-Chongqing manifest, vehicle entry and exit; We will steadily improve the level of reform and application such as "early declaration" and "two-step declaration", and continue to increase reform efforts such as "release before inspection". The data shows that the overall customs clearance time of import and export at Guangxi ports in 2022 was 11.65 hours and 0.38 hours respectively, 79.41% and 97.3% shorter than that in 2017, and the customs clearance efficiency was significantly improved.

The continuously optimized business environment allows more and more goods from the western region to go to sea through the Beibu Gulf port, and the comprehensive competitiveness of the new land and sea channel in the western region is significantly enhanced. In 2022, the import and export of provinces, regions and cities along the new channel through Guangxi ports will reach 523.73 billion yuan, which will strongly boost the steady growth of Guangxi's international trade.

Cohesive force in the new era and stride forward in a new journey.   Provide strong support for serving and integrating into the new development pattern, and strive to open up a new situation for the magnificent Guangxi construction in the new era.
