Ding Hui, mayor of Haikou City, said in his government work report at the third session of the 17th People's Congress of Haikou City on the 9th that Haikou will lock in the goal of closing the customs of the free trade port and will speed up the expansion of the "single window" service function of international trade from port customs clearance to the whole chain of port logistics, trade services and other services, and strive to continue to reduce the customs clearance time by more than 10%.

The Overall Plan for the Construction of Hainan Free Trade Port clearly states that Hainan should start the operation of closing customs in the whole island in due time before 2025. Hainan plans to have the hardware conditions for customs closure of the free trade port by the end of this year and complete all preparations for customs closure by the end of 2024.

Haikou is the capital city of Hainan and the core area of the construction of Hainan Free Trade Port. Last year, the construction of 9 customs closure operation projects including Haikou New Harbor and Nangang "Second Line Port" facilities was started, and the construction of 6 anti-smuggling comprehensive law enforcement stations in non-customs areas was accelerated. The integration of port and shipping across the Qiongzhou Strait has been steadily promoted, and the integration of shipping resources across the Straits has been completed. Haikou has opened seven direct routes for duty-free goods from outlying islands to international trade.

The free trade port policy dividend was released at an accelerated pace. Haikou steadily expanded the pilot of the "first line" liberalization and "second line" regulatory system, and eight processing value-added duty-free filing enterprises were completed and put into operation, realizing a domestic sales value of 290 million yuan. The import value of international trade in the three "zero tariff" lists was 1.26 billion yuan, up 43.2%.

Ding Hui said that this year Haikou will explore the establishment of a scientific and efficient "second-tier port" regulatory mechanism and customs clearance business process. Enrich the policy application scenarios, strive for more policy pilots and the first order landing, and promote the implementation of three "zero tariff" lists, processing value-added duty-free and other policies to achieve greater coverage and wider areas. At the same time, we should make good use of the overlapping advantages of the Regional Comprehensive Economic Partnership Agreement (RCEP) and the free trade port policy, first try international high standard economic and trade rules such as the Comprehensive and Progressive Trans-Pacific Partnership Agreement (CPTPP) and the Digital Economic Partnership Agreement (DEPA), and strive to increase the import and export of goods and services by more than 15%.

In 2023, Haikou will deepen its economic and trade cooperation with Southeast Asia in an all-round way, and build a headquarters base for Chinese international trading enterprises to enter Southeast Asia and for Southeast Asian enterprises to enter the Chinese market. Expand the fifth navigation right, make good use of the seventh navigation right, arrange and encrypt international flights, and promote breakthroughs in the construction of regional aviation hubs facing the Pacific and Indian oceans.
