2023-06-29

According to Huacheng Import and Export Data Observation, Japan has strict quality control and many product certifications. So, what certification should be done for exporting products to Japan? Let's take a look together with Xiao Zhijun.

1. PSE certification:

PSE is Japan's mandatory safety certification to prove that electronic and electrical products have passed the safety standard test of NEC Electric Product Safety Law (DENAN Law) or international IEC standards. The bill stipulates that 498 products entering the Japanese market must pass safety certification. Among them, 165 Class A products should obtain a diamond shaped PSE logo, and 333 Class B products should obtain a circular PSE logo.

The circular PSE includes testing and certification fees, without the need for factory inspection, and the cost is relatively low. The certification fee for the circular PSE is approximately 2000 yuan or more, with a period of about 2-3 weeks. The diamond PSE has an additional factory inspection process, and the diamond PSE certification fee includes testing fees, certification fees, and factory inspection fees. The cost is approximately over 10000 yuan, with a cycle of 6-8 weeks, as reported by Huacheng Import and Export Data Observation.

2. TELEC certification:

TELEC certification can be understood as wireless certification in Japan, which is aimed at controlling wireless products, including wireless, WiFi, BT, 2G, 3G, and 4G. Such as common mobile phones, tablets, wireless headphones, Bluetooth speakers, etc. TELEC certification does not require local representatives or testing. The cost varies depending on the product, with a cost of approximately 10000 yuan. The specific cost depends on the channel and frequency band.

3. VCCI certification:

VCCI is an electromagnetic compatibility certification mark in Japan, managed by the Japan Electromagnetic Interference Control Commission. VCCI certification is not mandatory, but the Japanese market recognizes VCCI certification. Information technology products sold in Japan are generally required to undergo VCCI certification. The VCCI certification process requires manufacturers to first apply to become VCCI certification members and obtain the qualification to use the VCCI logo. The EMI test report that needs to be provided must be issued by a testing agency registered and recognized by VCCI.

The product range certified by VCCI includes personal computers, computers, workstations, auxiliary storage devices, printers, displays, POS machines, copiers, word processors, telephone equipment, digital transmission equipment, terminal adapters, modems, routers, hubs, relays, switching devices, digital cameras, MP3 players, etc. Simply put, IT related products, which generally have USB interfaces and transmission functions, require VCCI certification.

4. PSC certification

PSC is the abbreviation for Product Safety of Consumer product, and the applicable law is the Japanese consumer product safety law. PSC diamond shaped products are specially designated, including cribs, portable laser applications, hot water circulation for bathtubs, and lighter products. Specially designated articles Unexpected designated articles need PSC round certification, including household Pressure cooking, motor vehicle helmet, climbing rope, oil fired water heater, oil fired boiler, oil fired Space heater.

According to Huacheng Import and Export Data Observation, starting from February 5, 2001, some laser products entering the Japanese market (such as laser pointers, infrared thermometers with laser pointers, etc.) need to pass PSC certification. PSC certification is for laser products, only JQA institutions can do it, and local agents are required. It must be directly applied by Japanese contemporary applicants to JQA. Regarding factory inspection, PSC requires factory inspection before issuing a certificate. There are two methods for PSC product certification: type inspection certification and batch inspection certification.

5. JATE certification:

JATE is a Japanese telecommunications law that is equivalent to a Japanese network access license. If a device ultimately needs to connect to a public network, JATE authentication is required. In addition to devices involved in public communication networks, wireless products entering the Japanese market that involve public channels must also undergo JATE, such as Bluetooth products, WIFI products, regular 2.4G products, and other short range wireless devices. The cost ranges from tens of thousands to hundreds of thousands.

6. JIS certification

Japanese JIS is a voluntary certification for mining and industrial related products in Japan. The certification scope is very wide, from screws to machine tools. The certification report consists of two parts: product testing and factory audit, with a focus on the quality control system audit of the factory. Japanese JIS certification refers to the process in which a manufacturer applies for JIS certification, and the JIS certification body conducts on-site audits and product testing of the factory in accordance with the requirements of Japanese industrial standardization, in order to obtain certification and allow the production of Japanese JIS certification. (In principle, voluntary certification for JIS certification)

7. JAS certification

JAS certification in Japan is a Japanese agricultural standard organic product certification, which simply means organic certification for agricultural Japanese products. JAS certification is a voluntary certification, but organic food imported into the Japanese market must obtain JAS certification, which is a green pass to enter the Japanese market.

8. ST certification

The Japanese ST certification actually refers to the Japanese toy safety standard ST, with the full name of ST being "SEGA TOYS", where S represents safety and T represents toys. This standard is voluntary and only products that meet it are allowed to bear the ST mark on the product itself. The ST logo system also includes a victim compensation clause in case a product with the ST logo is complained of causing harm to consumers. Products carrying this logo in the market must be updated annually after registration. The validity period of a product's ST mark is four years, and it must be retested before it can continue to carry the mark, according to Huacheng Import and Export Data Observation.

9. SG certification

The SG logo is an abbreviation for "Safety Goods" and is a voluntary product safety assurance logo developed by the Consumer Product Safety Association (CPSA) in Japan. The SG logo is a product certification system. The Consumer Product Safety Association of Japan (CPSA) is established in accordance with the Consumer Product Safety Law of Japan. CPSA promotes and ensures consumer safety by formulating standards. CPSA will issue the SG logo for products that meet CPSA standards.

10. Certification by the Ministry of Health, Labour and Welfare of Japan

The "province" of Japan is not the "province" of China's provinces and cities. The "province" of Japan is equivalent to the "department" meaning, "health and wellness" derived from ancient Chinese books, which means "health and wellness". The Ministry of Health, Welfare, Labor, and Welfare is the main department responsible for healthcare and social security in Japan, mainly responsible for Japan's national health, medical insurance, medical service provision, drug and food safety, social insurance and social security, labor and employment Responsibilities such as social assistance for vulnerable groups. When it comes to common products such as pharmaceuticals, medical devices, cosmetics, etc., it is necessary to provide a health certificate from the Ministry of Health and Welfare of Japan, and Huacheng Import and Export Data Observation Report.
