The "China REACH Restricted Substances" standard will be implemented on June 1st

The Chinese version of the REACH restricted substance standard that has attracted much attention, GB/T 39498-2020 "Guidelines for the Control of the Use of Key Chemical Substances in Consumer Products" will be implemented on June 1, 2021. The standard was issued in November last year, stipulating the general principles and requirements for banned and restricted chemical substances in consumer products. It applies to consumer products, including product components, parts, accessories, packaging and instructions for use, but does not include food, medicine, Government-supervised products such as cosmetics, tobacco, special equipment, aircraft, ships, and military products.

This standard is a recommended national standard. Its issuance and implementation provides technical safety requirements and relevant laws and regulations for consumer product-related companies to carry out product design and manufacturing activities, and it also provides a basis for regulatory authorities to carry out consumer quality or safety supervision. At the same time, it provides technical reference for the development of specific consumer product chemical hazard standards by the consumer product-related standardization technical committee.

For the hazardous chemical substances that have been restricted in domestic consumer products, the restriction requirements adopt the restriction requirements of the domestic standard; for the hazardous chemical substances that are not restricted in domestic consumer products, the standard mainly refers to the EU’s REACH Regulation ((EC) NO 1907/2006)”, “RoHS Directive (2011/65/EU)”, “EU Toy Safety Directive 2009/48/EC”, “EN 71-9 General Requirements for Organic Compounds in Toys”, “EN 71-12:2013 Toy safety-Part 12 N-nitrosamines and N-nitroso compounds" and "ecological textile standard Oeko-tex100-2017" and other foreign standards restricting requirements, put forward restrictions on consumer products in China.

The products to which the standard applies mainly include but are not limited to toys, electronic appliances and textile products, which basically cover the European and American requirements for the control of hazardous substances in such products.

Toy products need to focus on items

Total lead, heavy metal migration, nickel release, organotin, phthalates, polycyclic aromatic hydrocarbons, benzene, formaldehyde, styrene, phenol, bisphenol A, tricresol phosphate, phosphate esters, aniline, Acrylamide, formamide, dimethyl fumarate, perfluorooctane sulfonic acid and its derivatives, perfluorooctanoic acid and its salts, and perfluorocarboxylic acid compounds with carbon chain length ≥8, N-nitrosamines, N- Nitro-based substances, asbestos fibers, short-chain chlorinated paraffins, C10~C13, hexabromocyclododecane and allergenic fragrances. The control items involved in electronic and electrical products mainly include lead, mercury, cadmium, hexavalent chromium and its compounds, nickel release, phthalates, polycyclic aromatic hydrocarbons and other substances. The control items involved in textile products mainly include cadmium, hexavalent chromium and its compounds, nickel release, organotin, polycyclic aromatic hydrocarbons, etc.
