In the "Notice", the Shaanxi Provincial Medical Insurance Bureau further clarified the distribution relationship of medical consumables in public medical institutions in the province and made corresponding changes.

According to the Shaanxi Provincial Medical Insurance Bureau, restrictions on the number of distribution companies will be liberalized in the future. The number of pharmaceutical and medical consumables distribution companies in public medical institutions in the province is no longer restricted by the number of companies determined by the original provincial, city, and county administrative departments and medical institutions by bidding or selection. All distribution companies that are included in the provincial drug procurement platform drug and medical consumables information database All are qualified to distribute medicines and medical consumables to all public medical institutions in the province.

It is worth noting that the Shaanxi Provincial Medical Insurance Bureau specifically proposed that the municipal and county administrative departments and public medical institutions at all levels shall not select or designate distribution enterprises through bidding, and shall not set up a distribution enterprise information database for medical institutions in the region.

In other words, in the future, the distribution of consumables throughout the province in Shaanxi Province will not be decided by public medical institutions, and all distribution companies on the provincial platform will have the opportunity to participate in the distribution. 02

At the same time, the distribution relationship of township hospitals is no longer tied to county-level hospitals. As the first responsible person to meet the product needs of medical institutions, the manufacturing enterprise independently selects distribution companies with strong distribution capabilities and good reputation to ensure full coverage in accordance with the procurement requirements of public medical institutions at all levels.

In other words, the distribution relationship of the township health centers in the future will be listed separately, and the production enterprises will independently choose.

Earlier in mid-September 2020, the Shaanxi Provincial Health Commission had clearly stated in the "Notice on Issuing the Key Tasks for Deepening the Reform of the Medical and Health System in Shaanxi Province in the Second Half of 2020" that Shaanxi Province will promote the expansion of high-quality medical resources in the future. With regard to the procurement of medical devices, a unique medical device procurement account will also be set up, the catalog will be used uniformly, medical procurement and distribution, and money will be uniformly paid for unified management.

At the end of the "Notice", Shaanxi Province also made it clear that in the future, the provincial pharmaceutical equipment procurement platform will strengthen informatization management and data docking, and support medical institutions and distribution companies to respond to orders for drugs and medical consumables. Production companies, distribution (operating) companies, and medical institutions will all accept it. Platform supervision.

Distribution companies should respond to the procurement plan of medical institutions in a timely manner, and fill in relevant data (delivery amount, delivery quantity, warehousing rate, etc.) on the provincial pharmaceutical equipment procurement platform after the drugs and medical consumables are delivered to the medical institution.

Among them, for the distribution companies that violate the contract, the delivery is not timely, and affect the clinical use, they will be urged to rectify within a time limit; for those who do not modify within the time limit or have serious violations, they will be reported to the provincial medical security department to cancel their delivery qualifications and be included in dishonesty. Enterprise blacklist.

In fact, after the issuance of this notice, although the "entry standards" of distribution companies have been relaxed to a certain extent, the corresponding Shaanxi Province will inevitably strengthen the supervision and management of distribution companies on the provincial platform in the future.

Earlier, the Shaanxi Provincial Medical Insurance Bureau stated in a document that the information database of consumables distribution companies in the provincial medicine and equipment procurement platform will be dynamically adjusted in the future, adjusted once a year, and the distribution companies have no distribution records for 12 consecutive months or fail to fulfill the agreement promises and do not deliver according to regulations. If you find out, you will directly withdraw from the information database, and you will not be allowed to re-enter it within one year.

At the end of July 2020, only 14 qualified distribution companies announced by Yan'an City in Shaanxi Province met the requirements, and most of the distributors who won the bid were large-scale and powerful companies.

At this stage, with the accelerated clearance of the circulation stage, some giants in the circulation and distribution field have directly changed their sales model to direct sales and distribution mode to terminal hospitals, including the Shaanxi field.

At this stage, with the continuous deepening of centralized procurement, the National Medical Insurance Bureau has also repeatedly emphasized the need to deepen the reform of centralized procurement of medical consumables, unblock the circulation of medicines, and improve the ability to ensure supply.
