The "Draft for Comment" clearly stated that children's cosmetics refer to cosmetics for children under 12 years old (including 12 years old). The cosmetics registrant and recorder are responsible for the quality, safety and efficacy claims of children's cosmetics. Children’s cosmetics should be marked with the children’s cosmetics logo (to be collected) prescribed by the State Drug Administration in a prominent position on the display surface of the sales package, and the standard number of the product implementation should be marked directly below the logo.
The "Draft for Comment" stipulates that the formula design of children's cosmetics should follow the following principles:
First, children’s cosmetics should reduce the types of raw materials used in formulas, and combine the physiological characteristics of children to evaluate the scientificity and necessity of the raw materials used in terms of safety, stability, function, and compatibility of raw materials, especially fragrances, colorants, and preservatives. And surfactants and other raw materials.
Second, it is not allowed to use raw materials for the purpose of freckle whitening, acne removal, hair removal, deodorization, anti-dandruff, hair loss prevention, hair dyeing, perming, etc. If the raw materials that may have the above-mentioned effects are used for other purposes, the necessary use To evaluate the safety of children’s cosmetics.
The third is that cosmetic raw materials with a history of safe use should be selected, new raw materials that are still in the monitoring period should not be used, and raw materials that are not yet clear for children's safety should not be used.
The "Draft for Comments" also requires that children's cosmetics should strictly implement the raw material purchase inspection record system, and carry out inspections of related items when necessary to avoid the introduction of hormones, anti-infective drugs and other substances that may harm human health through raw materials.
If the cosmetics registrant or recorder discovers that hormones, anti-infective drugs and other substances that may harm human health exist in the raw materials, they shall immediately take measures to control the risks and report to the local provincial drug supervision and administration department.
The "Draft for Solicitation of Comments" also puts forward requirements for online operations. Children's cosmetics operators in e-commerce platforms and e-commerce operators who operate children's cosmetics through self-built websites and other online services should be comprehensive, truthful and accurate on the main page of their business activities. Disclosure of cosmetics labels and other information consistent with the cosmetics registration or filing materials, and continue to publicize the children's cosmetics logo in a prominent position on the product display page.
