The General Office of the State Council recently issued the "Key Tasks for Deepening the Reform of the Medical and Health System in 2021" (hereinafter referred to as "Tasks"), which mentioned that it will increase efforts to promote the use of drugs in the national medical insurance negotiations and further improve related policies and measures by the end of August 2021.
"Tasks" contains a total of 20 items in four aspects. Among them, it is mentioned that the implementation of the national organization's policy of centralizing the procurement of medical insurance funds for pharmaceuticals and consumables is to guide medical institutions to make good use of the increased disposable income and actively promote the reform of the salary system. Intensify efforts to promote the use of drugs under the national medical insurance negotiations, and further improve relevant policies and measures by the end of August 2021.
Deepen the reform of medical service prices. Promote a pilot program to deepen the reform of medical service prices, and issue policy documents before the end of September 2021.
Deepen the reform of the personnel remuneration system. Implement the "two permits" requirements, reasonably determine and dynamically adjust the salary levels of public hospitals. Strengthen the supervision and guidance of local governments, and promote the implementation of the government's medical responsibility and public hospital investment policies. Broaden the funding channels for the reform of the salary system in public hospitals. Allow hospitals to independently set up salary programs and encourage the implementation of an annual salary system for the main persons in charge. Reform and improve the professional title evaluation mechanism of medical staff, highlight the performance orientation of practical ability, and encourage health professionals to take root in the front line of disease prevention and treatment.
At the same time, promote the expansion and balanced distribution of high-quality medical resources. Strengthen the construction of public medical and health institutions. Actively support the development of social medical services. Optimize support for the development of medical institutions run by state-owned enterprises, and formulate relevant policy documents before the end of October 2021.
It is mentioned in the "Tasks" to improve the universal medical insurance system. Encourage qualified provinces to promote the provincial-level overall planning of basic medical insurance in accordance with the ideas of hierarchical management, shared responsibilities, overall adjustments, and budget assessment. Improve the management and service of settlement of medical treatment in different places, basically realize the direct settlement of ordinary outpatient expenses across provinces and all areas, and explore the direct settlement of outpatient chronic diseases such as hypertension and diabetes.
In addition, establish an all-media health science knowledge release and dissemination mechanism. Strengthen market supervision, and resolutely crack down on illegal sales of health care products and fraudulent activities in accordance with the law.
The "Tasks" also clarified that the training and use of medical talents should be strengthened. Fresh graduates from ordinary colleges and universities recruited to the society who have passed the standardized training of residents and employed in medical and health institutions that year are treated as fresh graduates in terms of recruitment, dispatch, and settlement.
At the same time, strengthen the ability to guarantee the supply of drugs. Improve the mechanism of supply and price stabilization of shortage drugs. Formulate antitrust guidelines in the field of APIs.
