On July 5, the Comprehensive Department of the State Drug Administration issued a notice on the National Cosmetics Safety Risk Monitoring Plan for the Second Half of 2021.

After the launch of the "Regulations on Supervision and Administration of Cosmetics", the State Food and Drug Administration will deploy the second half of the year on the basis of the key work arrangements for cosmetics supervision in 2021, and the launch of two special risk monitoring work on cosmetics safety for hair care and children's cosmetics in the first half of 2021. Plan risk monitoring and implement the "Regulations."
In order to monitor and evaluate the risk factors affecting the quality and safety of cosmetics, to provide scientific basis for the formulation of cosmetics quality and safety risk control measures and standards, and to carry out cosmetic sampling inspections, the State Food and Drug Administration organized and formulated the National Cosmetics Safety Risk Monitoring in the Second Half of 2021 plan".
The main goal of the "Plan" is to monitor and evaluate the risk factors that affect the quality and safety of cosmetics, provide scientific basis for the formulation of cosmetic quality and safety risk control measures and standards, and carry out cosmetic sampling inspections, and at the same time provide a scientific basis for the formulation and improvement of cosmetic standards. Provide direction and reference for the drafting and establishment of inspection methods and projects.
In response to the cosmetic safety risks discovered in the cosmetics supervision work in recent years, the "Plan" adheres to the problem-oriented approach and determines the key products of national cosmetics safety risk monitoring in the second half of 2021, mainly including children's cosmetics, freckle whitening products, anti-wrinkle and anti-acne products, 18 categories of products, including antipruritic products, hair growth promotion products, eye skin care products, and children’s toothpaste, are claimed; risk monitoring items mainly include: heavy metals, hormones, antibiotics, microorganisms, preservatives, etc. Risk monitoring and sampling take into account the main sales channels of online and offline cosmetics.
In terms of the division of responsibilities, the State Food and Drug Administration is responsible for formulating, publishing and organizing the implementation of the national cosmetics safety risk monitoring plan.
The Secretariat of the Cosmetic Safety Risk Monitoring Working Group of China Food and Drug Control Institute is responsible for drafting the national cosmetics safety risk monitoring plan, coordinating the specific implementation of the plan, establishing and maintaining a cosmetics safety risk monitoring information system, and conducting a summary analysis of the monitoring data, and drafting Annual report on safety risk monitoring of cosmetics.
Each province (autonomous region, municipality) Drug Administration is responsible for organizing investigation and processing of the received cosmetic safety risk monitoring information according to law, and filling in the investigation and processing results in the information system as required.
The member units of the cosmetics risk monitoring working group are responsible for implementing risk monitoring sampling and inspection work in accordance with the national cosmetics safety risk monitoring plan and task division, actively collecting, analyzing, and judging cosmetic safety risk information, and filling in the information system for sampling and inspection as required Information, submit relevant analysis and judgment reports.
In the second half of 2021, the cosmetic safety risk monitoring work plan will collect about 1,100 batches of samples, including facial masks, foot baths, children’s cosmetics, soothing products, anti-itching products, anti-wrinkle anti-acne products, and hair growth promotion products. Moisturizing, eye skin care, bodybuilding, spray, nail polish, make-up, rinse, "net celebrity" skin care, hair care, freckle whitening, children's toothpaste cosmetics, etc.
The sampling and inspection of risk monitoring are carried out by China Food and Drug Control Institute, Shanghai Food and Drug Inspection and Research Institute, Hunan Drug Inspection and Research Institute, Guangdong Drug Inspection and Testing Institute, Sichuan Food and Drug Inspection and Testing Institute, and Shenzhen Drug Inspection and Research Institute. 6 monitoring agencies undertake.
The Secretariat of the Cosmetic Safety Risk Monitoring Working Group plans to draft an annual report on cosmetic safety risk monitoring work before November 31, 2021 and submit it to the State Drug Administration, analyze and judge the current overall situation of cosmetic safety, and put forward regulatory recommendations.
In terms of sampling channels, this risk monitoring was conducted during the cosmetics business process. The sampling channels cover major cosmetics operators online and offline. Focus on sampling cosmetic specialty stores, centralized trading markets, beauty salons, and e-commerce platforms operating cosmetics to improve the targeting of discovering risks.
The "Safety Technical Specifications for Cosmetics" (2015 edition) and the supplementary inspection methods and items of cosmetics issued by the State Drug Administration are used as the inspection basis for risk monitoring. In addition, in order to improve the ability of monitoring work to discover risks, monitoring agencies are also encouraged to use verified laboratory self-built methods to conduct inspections for illegal addition of substances that may harm human health in cosmetics.

The "Regulations" clarify that the state establishes a cosmetic safety risk monitoring and evaluation system to monitor and evaluate risk factors that affect the quality and safety of cosmetics, and provide a scientific basis for formulating cosmetic quality and safety risk control measures and standards, and conducting cosmetic sampling inspections.
