The Xiamen Municipal Market Supervision Bureau disclosed on the 14th that the General Administration of Customs recently issued the "Announcement on Issues Concerning Entry-Exit Special Items Sanitary and Quarantine Approval" (the "Announcement"), clarifying the "Medical Device Export Record Form" issued by the drug regulatory authority "(Referred to as "Recording Form") can be used as an enterprise customs clearance certificate. The "Announcement" fully adopted the long-term solution reported by Xiamen City.

Recently, the General Administration of Customs issued the above-mentioned "Announcement", clarifying that the "Recording Form" and "Certificate of Export Sales of Medical Device Products" issued by the drug regulatory authority can be used as application materials for enterprises to handle the sanitation and quarantine approval of entry and exit special items. This means that enterprises can handle export customs clearance with the aforementioned materials, which completely solves the policy restrictions that plagued the export of enterprises' products.

A related person from the Xiamen Municipal Market Supervision Bureau stated that the long-term solution reported by the city is to use the "Medical Device Export Filing Form" obtained when the enterprise declares for export filing as a customs clearance certificate. This "Announcement" was recently issued by the General Administration of Customs. Fully adopted.

According to reports, as early as December 2020, the export of medical device products that some companies in Xiamen had not registered (filed) in the country were restricted. The Xiamen Municipal Market Supervision Bureau communicated and coordinated with Xiamen Customs and Xiamen Municipal Bureau of Commerce as soon as possible to clarify the phased solutions:

The Market Supervision Bureau will issue an export emergency certificate for the enterprise, and the Xiamen Customs certificate clearly allows it to be released.

From December 2020 to March 2021, a total of 280 export projects successfully completed export customs clearance with emergency certificates, which solved the problems of enterprises in a timely and effective manner, and promoted the strong growth of foreign trade exports.

The output value of the medical device industry in Xiamen accounts for 80% of the Fujian province. Statistics show that 93 medical device manufacturers in Xiamen have exported about 22.7 billion yuan in anti-epidemic materials to more than 80 countries including the United States, the United Kingdom, Germany, Argentina and Spain.
