Export note: EU revised the list of banned and restricted substances in cosmetics regulations

Recently, the European Union issued the G/TBT/N/EU/757 Circular, which proposes to amend the appendix of the European Parliament and Council Cosmetics Regulation (EC) No 1223/2009, prohibiting and restricting the use of the European Commission Authorized Regulations (EU) 2020/217 categorized as carcinogenic, mutagenic or toxic for reproduction (CMR) are used as cosmetic ingredients.


The standards and regulations are planned to be implemented on October 1, 2021, and may have an impact on cosmetics-related production or sales companies that export to the European Union.


The revised content involved in this notification mainly includes the following three parts:


1. The following 12 substances have been added to the “List of Prohibited Substances in Cosmetics” in Appendix II of (EC) 1223/2009:

(EC) 1223/2009 Appendix III "Restricted Substances List for Cosmetics" in the 98th entry "salicylic acid" restriction requirements have been changed, in the "restriction requirements" column, added the "body lotion , Eye shadow, mascara, eyeliner, lipstick, roll-on deodorant" products, the maximum concentration of salicylic acid is required to be 0.5%.


After the revision, the requirements for the maximum concentration of salicylic acid in various types of cosmetics are as follows:
