Recently, the general office of the State Council issued the key tasks for deepening the reform of the medical and health system in 2022 (hereinafter referred to as "tasks").

The mission points out that 2022 is an important year to enter the new journey of building a modern socialist country in an all-round way and marching towards the second Centennial goal.   The pharmaceutical linkage reform will continue to promote the transformation from the focus on medical treatment to the focus on people's health, and continue to solve the problems of difficult and expensive medical treatment.

The mission puts forward the key tasks for 2022: first, accelerate the construction of an orderly new pattern of medical treatment and diagnosis. Give play to the leading role of national medical centers and national regional medical centers, give play to the leading role of provincial high-level hospitals, enhance the service capacity of municipal and county-level hospitals, improve the level of grass-roots medical and health services, and continue to promote hierarchical diagnosis and treatment and optimize the medical order. Second, the experience of Sanming medical reform was deeply promoted. We will strengthen the promotion of Sanming's experience in medical reform, carry out centralized procurement of pharmaceutical consumables, promote the reform of medical service prices, promote the reform of medical insurance payment methods, deepen the reform of the personnel compensation system in public hospitals, and strengthen comprehensive supervision. Third, we will strive to enhance the capacity of public health services. We will improve our ability to prevent and control diseases, strengthen medical and preventive coordination, do a good job in the prevention and control of the COVID-19, and thoroughly implement the healthy China Initiative. Fourth, promote high-quality development of medicine and health. We will promote the comprehensive reform and high-quality development of public hospitals, give full play to the incentive role of government investment, promote the development of a multi-level medical security system, strengthen the ability to ensure the supply of drugs, promote the revitalization and development of traditional Chinese medicine, and jointly promote the reform in related fields.

The task defines the division of responsibilities for various key tasks, and emphasizes that all relevant departments in all localities should effectively strengthen organizational leadership and continue to deepen medical reform. The pilot provinces of comprehensive medical reform should further play an exemplary and leading role. The Secretariat of the leading group for medical reform under the State Council and the leading coordinating agencies of local leading groups for medical reform should work with relevant departments to strengthen overall planning, coordination, supervision and evaluation, carry out medical reform monitoring, establish task accounts, and strengthen regular scheduling and notification. Strengthen publicity and guidance, respond to social concerns in a timely manner, and pool consensus on reform.
