In order to let the masses take a fancy to traditional Chinese medicine at home, the opinion proposes that by 2025, the allocation of TCM physicians in public TCM hospitals above the second level will be no less than 60% of the total number of physicians in the institution, and all community health service centers and township health centers will set up TCM halls , with TCM physicians; community health service stations are equipped with at least one TCM physician or clinical physician who can provide TCM services; more than 80% of village clinics are equipped with at least one medical staff who can provide TCM services.

The opinion is also clear, vigorously promote Western medicine to learn Chinese medicine. General hospitals, specialized hospitals, infectious disease hospitals, maternal and child health care and other institutions should support Western medicine physicians to receive professional knowledge training in traditional Chinese medicine, and gradually achieve "the ability to meet the Chinese in the west". Implement a special program of Western medicine to learn Chinese medicine, and strive to cultivate a group of high-level integrated Chinese and Western medicine talents within 5 to 10 years.

In addition, the opinions focus on deepening the reform of the talent development system and mechanism, and put forward relevant policies and measures from the aspects of expanding TCM medical service positions, implementing employment autonomy, increasing salary incentives, improving the talent evaluation system, and improving the commendation and reward mechanism. Relevant measures are put forward for tasks such as the construction of talent teams in key fields of medicine, and the deepening of the reform of traditional Chinese medicine education through medical and educational cooperation.
