A few days ago, the 38th Meeting of the Standing Committee of the Sixth National People's Congress of Hainan Province deliberated and passed the Several Provisions on the Facilitation of Drug Import in Hainan Free Trade Port.

First, it was made clear that enterprises importing drugs in international trade from the designated drug import port of Hainan Free Trade Port should file with the drug regulatory department where the port is located according to law, without having to go through the Customs Clearance Form for Imported Drugs.

Second, after receiving the application materials for the record keeping of imported drugs in international trade, the drug regulatory department at the port location, if it considers that the materials submitted by the imported drug enterprises meet the record keeping requirements after examination, shall complete the relevant formalities for the import record keeping on the same day, exchange the electronic information of the record keeping to the customs, and inform the imported drug enterprises of the record keeping results. An imported drug enterprise that has been approved for the record shall go through the formalities of customs declaration and examination with the customs according to law.

Third, it is stipulated that the drug regulatory department at the port location should provide the imported drug clearance certificate for the enterprise free of charge according to the needs of the imported drug enterprise in international trade.

Fourth, the drug regulatory department should strengthen the supervision and management of the circulation and use of imported drugs in international trade, conduct random inspection according to law, establish enterprise credit archives of imported drugs, increase the frequency of supervision and inspection of imported drug enterprises with bad credit records, and implement joint punishment with relevant departments according to law.

The fifth is to emphasize the responsibility of enterprises as the main body. Enterprises importing drugs should establish and implement management systems such as information-based traceability and pharmacovigilance of imported drugs, comply with the requirements of quality management specifications for drug trading, and ensure the quality safety and traceability of imported drugs in international trade.
