A few days ago, the 38th meeting of the Standing Committee of the Sixth People's Congress of Hainan Province deliberated and adopted the "Provisions on the Facilitation of Drug Import in Hainan Free Trade Port".

First, it is clear that enterprises importing drugs in international trade who import drugs from the designated Hainan Free Trade Port drug import port should file with the local drug supervision and administration department in accordance with the law, and do not need to go through the Customs Clearance Form for Imported Drugs.

Second, after receiving the application materials for the filing of imported drugs in international trade, the local drug regulatory department of the port will complete the relevant procedures for the filing of imported drugs on the same day, exchange the filing electronic information to the customs, and inform the imported drug enterprises of the filing results. The import drug enterprises approved for filing shall go through the formalities of customs declaration and inspection and release with the customs according to law.

Third, it is stipulated that the local drug supervision and administration department of the port shall provide the import drug customs clearance certificate for the enterprise free of charge according to the needs of the international trade import drug enterprises.

Fourth, the drug supervision and administration department should strengthen the supervision and management of the circulation and use of imported drugs in international trade, carry out spot checks and inspections according to law, establish enterprise credit files of imported drugs, increase the frequency of supervision and inspection of imported drug enterprises with bad credit records, and implement joint punishment with relevant departments according to law.

Fifthly, the main responsibility of enterprises should be emphasized. Enterprises importing drugs should establish and implement management systems such as information traceability of imported drugs, drug vigilance, etc., comply with the requirements of quality management standards for drug trading, and ensure the quality, safety and traceability of imported drugs in international trade.
