New Trends in International Trade! Recently, the Canadian Food Inspection Agency (CFIA) issued the 9th edition of the "Canadian Wood Packaging Materials Import Requirements" (D-98-08 Directive), which came into effect on July 6, 2023.
The D-98-08 directive stipulates the requirements for the import of all wood packaging materials in international trade, involving the import of wood padding, pallets or Flat noodles from countries (regions) outside the United States to Canada. The revised content of the 9th edition of Directive D-98-08 mainly includes:
1. Develop a management plan for onboard bedding materials:
(1) The section "5.2 Specific Plant Quarantine Entry Requirements for Shipborne Mats" in the 9th edition of Directive D-98-08 clarifies that wooden packaging still associated with international trade imported goods after unloading in Canada is considered wooden packaging materials (excluding shipborne Mats), and any wooden packaging separated from the goods at the port of entry is considered shipborne Mats;
(2) The "6.4 High Risk Period and Low Risk Period" section of the 9th edition of the D-98-08 directive has adjusted the high-risk period and disposal requirements for Canadian ports in different periods: the high-risk period for British Columbia ports is from March 1 to November 15, the high-risk period for other Canadian ports is from March 15 to October 31, and the other periods are low-risk periods. Restricting the reuse of ship borne bedding materials during low risk periods and requiring mandatory disposal of ship borne bedding materials during high risk periods.
2. Revise the relevant content of the directive to be consistent with the latest revision of the International Plant Quarantine Measures Standard "Guidelines for the Management of Wooden Packaging Materials in International Trade" (ISPM 15):
The section "5. Entry Requirements for Plant Quarantine" in the 9th edition of Directive D-98-08 has added the requirement of "bearing IPPC identification that meets the requirements specified in Appendix 1" to all wooden packaging materials approved for entry into Canada (including transit).
This revision specifically states that according to the bilateral agreement between China and Canada, wooden packaging materials from China will not accept plant quarantine certificates upon entry into Canada, and only recognize the IPPC logo.
Reminder: Relevant international trade import and export enterprises and shipping companies should pay attention to timely understanding and mastering the changes in the definition, inspection, disposal, and other contents of wooden packaging materials in the 9th edition of D-98-08 directive, in order to avoid obstacles to international trade.
