introduction
Brake pads are the most basic and most important parts in the automobile braking system. The quality of the brake pads plays a decisive role in the braking effect and is directly related to driving safety. In order to further strengthen the quality control of brake pads, my country has officially included automobile brake pads in the "Compulsory Product Certification Catalog" from June 1, 2020. Since June 1, 2021, brake lining products for automobiles that have not obtained the compulsory product certification certificate and are not marked with the compulsory certification mark shall not be allowed to leave the factory, sell, import or use in other business activities.
Classification of brake pads
According to standards such as "Brake Linings for Automobiles" (GB5763-2018) and "Terms and Definitions of Road Vehicles and Trailer Brakes", automobile brake pads can be divided into two categories according to the type of brake:
1. Disc brake pad: A component of the disc brake system, which is fixed with the tires of the vehicle and rotates at the same speed. The disc is matched with the caliper to brake the vehicle.
2. Drum lining: It forms a drum brake together with related connecting rods, springs, pin nails, and brake drums such as the brake base plate and the brake cylinder. Drum brakes are only commonly used on the rear wheels.
From the material point of view, it can be divided into:
—Resin-based brake materials
—Powder metallurgy brake materials
—Carbon/Carbon Composite Brake Material
—Ceramic-based brake materials
The quality and safety of brake pads cannot be ignored
1. Beijing Customs seized imported unqualified brake pads
According to information released on the official website of Beijing Customs, in 2021, Tongzhou Customs and Shunyi Customs affiliated to Beijing Customs seized two batches of unqualified imported disc brake pads, and implemented them for return or destruction in accordance with regulations.
After laboratory testing, the shear strength of some unqualified brake pads is only 0.9-1.7MPa (megapascals), which is lower than the national standard of 2.5MPa, and the shear strength is too low, which may cause the brake pads to chip, break or fall. The friction coefficient of some brake pads is only 0.294, which is not within the range of the national standard 0.36 (±15%). If the friction coefficient is too low, it may cause brake failure, speed loss, and easily cause driving accidents. .
2. CCTV revealed that imported brake pads were nearly half unqualified in supervision and spot checks
In 2017, CCTV’s "Weekly Quality Report" reported that the former General Administration of Quality Supervision, Inspection and Quarantine conducted random checks on the quality of domestic imported car brake pads, and the overall failure rate reached 48.4%! Brands such as Land Rover, Toyota, Mercedes-Benz, Audi, and Volkswagen are all on the list. Among them, 71 batches of imported brake pads were spot-checked from the port, and 8 batches were unqualified; 388 batches were spot-checked from the circulation field, and 211 batches were unqualified; 8 batches were spot-checked from the e-commerce platform, and 7 batches were unqualified.
3. The market supervision spot checks the brake pads to be unqualified
Shanghai, Jilin Province, Zhejiang Province, Shandong Province, Guizhou Province and other market supervision and management departments issued 2020 auto parts and related product quality supervision spot inspection notices, and the results showed that the unqualified detection rates of sampled automobile brake pads were 9.3% and 9.1, respectively. %, 5.26%, 5%, 6.5%, the main reason for the failure is the unqualified friction coefficient.
Inspection and supervision requirements for imported brake pads
According to the “Announcement of the State Administration for Market Regulation on the Implementation Requirements for the Conversion of Automotive Brake Lining Products from Production License to Compulsory Product Certification Management” (No. 19, 2020), starting from June 1, 2020, automotive brake linings will be officially Included in the "Compulsory Product Certification Catalog."
According to the "Law of the People's Republic of China on Import and Export Commodity Inspection" and its implementation regulations, the customs implements verification management for import and export commodities that must be certified for the implementation of the licensing system and national regulations, inspecting documents and verifying whether the goods are in compliance.
1. Application link:
Enterprises need to confirm that imported brake pads have obtained the "China National Compulsory Product Certification", and check "11-3C Catalogue" in the "Cargo Attributes" column of the single window, and fill in the certificate number truthfully in the 411 certificate column, and the system will automatically Online verification.
For imported brake pads that meet the requirements for exemption from compulsory product certification and have obtained the CCC exemption certificate issued by the Market Supervision Bureau, the enterprise needs to check "11-3C catalogue" in the "Cargo Attributes" column of the single window, Fill in the CCC exemption certificate number truthfully in the certificate column.
2. CCC mark verification:
According to the "Management Requirements for the Additional Application of Compulsory Product Certification Marks", products listed in the "Compulsory Product Certification Catalogue" must pass the certification and apply the CCC mark before they can leave the factory, import, sell and use them in business activities. Products produced overseas and certified must be affixed with the CCC mark before import; products manufactured in China and certified must be affixed with the CCC mark before leaving the factory.
The uniformly printed CCC mark of standard specifications must be applied to an obvious position on the outer body of the certified product. If the CCC mark is printed/molded, the CCC mark shall be printed or molded on the nameplate or the obvious position on the outer body of the product. If the CCC mark cannot be applied to the body of the relevant certified product, the CCC mark must be applied to the smallest package of the product and in the accompanying documents.
If the certified special product cannot be affixed with the CCC mark in accordance with the above regulations, the special pattern of the "China Compulsory Certification" mark must be printed or molded on the product body.
3. Quality and safety requirements for brake pads:
According to the latest requirements of "Brake Linings for Automobiles" (GB 5763-2018), brake pads must pass the following inspection items:
(1) Shear strength test
Shear strength refers to the bonding strength between the steel back plate of the brake pad and the friction material and the strength of the friction material itself. If the back plate of the brake pad and the friction material break away from the friction material during sudden braking, it may bring safety hazards to driving.
◎The shear strength of the bonded resin-based drum lining at room temperature shall not be less than 1.5MPa;
◎The shear strength of the bonded rubber-based drum lining at room temperature shall not be less than 1.0MPa, and the area of the lining left on the shoe after the test shall not be less than 70%;
◎The shear strength of the bonded disc liner at room temperature shall not be less than 2.5MPa.
(2) Friction performance testing
The detection of friction performance items means that the surface coefficient and wear rate of the friction material of the brake pad need to be kept within a certain range under different test temperatures. And after the end of the experiment, the friction plate should not have cracks, bumps and other defects that affect the use, and there should be no obvious scratches on the friction surface of the disc.
(3) Limits of harmful ingredients
3.1 Asbestos must not be contained in the brake pads.
3.2 Other harmful elements in the brake pads shall not exceed the limit requirements specified in the table below.
(4) Identification
4.1 The non-working surface of the brake pad should have the manufacturer's name (abbreviation) or trademark (code name), production year and month or batch number.
4.2 The brake pad packaging box (box) should be marked with the product name, model specification, manufacturer name, address, product quantity and this standard number. Drum linings used in vehicles of M1, M2, N1, O1, and O2 should also be marked The friction coefficient grade code is marked; the disc lining and the drum lining used in M3, N2, N3, O3, O4 vehicles should also be marked with the set friction coefficient value.
TIPS:
What should I do about the brake pads imported before June 1 that have not obtained the 3C certificate?
The brake lining products that have been delivered and imported before the end of the transition period can continue to be sold and used without compulsory product certification!
