In January 2021, the Ministry of Ecology and Environment revised and improved the technical requirements and implementation time of the fourth stage on the basis of the third stage in combination with the environmental management needs and industry conditions. The implementation of the "Four Standards" promotes the emission control of non road mobile machinery to a new stage. First, improve emission control technology. The application of advanced emission control technologies such as selective catalytic reduction (SCR) and particulate filter (DPF) in the field of non road mobile machinery has been greatly improved, promoting the further development of diesel engine and related parts industry. Second, improve the effect of environmental supervision. The operation of the emission control system is monitored remotely to ensure its normal function in actual use and prevent the pollution control device from failure or damage. Third, enhance the international competitiveness of products. The emission control level and technical requirements are equivalent to the current standards of Europe and the United States, achieving international standards, and being more advanced in the actual emission test of the whole machine. Fourth, improve the contribution of air environment quality. The emission limits of NOx, HC and PM have been improved. It is estimated that 375000 tons of NOx and 32000 tons of PM will be reduced by 2025, with the reduction ratio reaching 12.5% and 19.3% respectively. Implement national four standards for non road mobile machinery according to laws and regulations. The Law on the Prevention and Control of Air Pollution stipulates that it is prohibited to produce, import or sell non road mobile machinery with air pollutant emissions exceeding the standard. As the main body responsible for the implementation of emission standards, non road mobile machinery manufacturers, import enterprises and dealers shall carry out relevant work in strict accordance with laws and regulations.

First, do a good job of standard switching. From December 1, 2022, the national four standards will be implemented nationwide. It is prohibited to produce, import and sell non road diesel mobile machinery and diesel engines below 560 kW (including 560 kW) that do not meet the requirements of national standards. Second, make information public. Before the machinery leaves the factory or enters the country, it shall disclose the technical information on emission inspection and pollution control of the machine type, and upload the information on the single machine of the machinery, so as to ensure that the machinery actually produced and imported meet the requirements of the national four emission standards. The Ministry of Ecology and Environment, together with relevant departments, will further strengthen the supervision and inspection of the production, import and sales of non road mobile machinery, severely crack down on the illegal production and sales of substandard products and the sale of substandard products disguised as second-hand machinery, and punish the production, import and sales of substandard products that do not meet the requirements of the Fourth National Standard.
