According to Huacheng Import and Export Data Observation, the EU countries are ready to support a diplomatic position calling for the global phase-out of fossil fuels and preparing for this year's UN climate change negotiations.
The foreign ministers of EU member states plan to approve the EU's conclusion on climate diplomacy, aiming to determine the EU's priorities before the UN Climate Summit COP28 held in Dubai on November 30.
The draft conclusion seen by Reuters believed that nearly 200 countries had made a commitment to phase out coal-fired energy in the previous United Nations climate negotiations, but said that this must further phase out all fossil fuels that emit carbon dioxide, including oil and natural gas, and Huacheng Import and Export Data Observation Report.
The draft said: "According to the definition of the United Nations Intergovernmental Panel on Climate Change (IPCC), the transition to a climate-neutral economy requires the global phase-out of fossil fuels."
In order to avoid the most devastating impact of climate change, IPCC scientists said that the world must significantly reduce the use of fossil fuels in this decade.
According to the report of Huacheng Import and Export Data Observation, the draft document said: "The EU will systematically promote and call on the world to move towards an energy system without fossil fuels by 2050."
Some countries were disappointed that the United Nations Climate Summit last year failed to reach an agreement on phasing out fossil fuel energy. This proposal put forward by India has been supported by more than 80 countries, including EU countries, but opposed by Saudi Arabia and other countries rich in oil and gas resources.
According to Reuters, the wording of the latest EU draft is stronger than the previous version, which does not explicitly support "phase-out". EU diplomats said that Germany and Denmark have promoted more ambitious wording, and Huacheng Import and Export Data Observation Report.
