The meeting emphasized to speed up the completion of the investigation of the sewage outlets into the river, carry out accurate traceability, improve the level of information management, and promote the implementation of rectification and reform by classification. Strengthen supervision and guidance, scientifically organize supervisory monitoring of black and odorous water bodies, and consolidate and improve the effectiveness of governance. We will conscientiously implement the relevant work of marine special inspections, and rectify problems in a solid manner.
The meeting required to consolidate local pollution control responsibilities, implement funds and other guarantees, speed up the preparation of a three-year action plan for pollution prevention and consolidation, carefully plan five-year key task arrangements, consolidate and expand the effectiveness of comprehensive control, and ensure high-quality delivery during the 14th Five-Year Plan Answer sheet. On the evening of August 17, the Huangjiang Ecological Environment Branch carried out a night investigation on the surrounding enterprises of Baohu Villa based on the environmental petitions received recently. In this operation, a total of 8 enterprises were inspected, of which 2 were “scattered and polluted” enterprises were sealed up, and 1 enterprise that violated environmental laws was filed for investigation. Among them, the enterprises under investigation and investigation are mainly engaged in the processing and production of plastic products, and the production workshop is not airtight. Although the waste gas generated during the production process is discharged at a high altitude after being treated by pollution prevention facilities, the smell on the spot is still large.
On August 17, Xiegang Eco-Environmental Branch and relevant departments launched a special rectification action for "scattered and polluted" enterprises in response to five enterprises that complained and reported more from the masses. The inspection team went to a certain plastic company warehouse, Shushan Village metal processing factory and other enterprises to conduct on-site inspections to check whether the company has environmental protection procedures, pollution prevention facilities, and solid waste warehouses are set up in accordance with regulations.
After investigation, it was found that the environmental protection management of these 5 enterprises had problems such as not setting up sign plates and not signing solid waste transfer contracts in general solid waste storage yards. Two of these companies have illegal operations such as unlicensed operations, and law enforcement officers have put forward rectification requirements on the company's imperfect and non-compliant behaviors on the spot. In this operation, a total of 2 companies were seized for scattered pollution, and the remaining 3 companies were ordered to rectify.
On the evening of August 17, the Six Law Enforcement Divisions of Dongguan Ecological Environment Bureau and Shijie Ecological Environment Branch carried out a night-time law enforcement inspection. In this operation, more than 40 companies were inspected. One company was temporarily filed for investigation and one company was sealed. During the on-site inspection, a company engaged in plastics processing had no direct discharge of waste gas from treatment facilities, and it was seized according to law for scattered pollution; another company was injection molded. During production in the workshop, the windows were opened, the production was not sealed, and the hazardous waste warehouse was not standardized, and it was investigated and punished in accordance with the law. In addition, law enforcement officers requested relevant companies to implement the main responsibility system for environmental protection and strengthen environmental management.
