1. Pay attention to the new EU regulations

Recently, the European Union officially announced the implementation of the (EU) Commission No. 2021/127, which stipulates the import requirements and phytosanitary requirements for wooden packaging materials originating in Belarus, China, and India for the transportation of specific commodities. This regulation is now in effect, and the period of application is from March 1, 2021 to December 31, 2023. This regulation also decides to repeal the implementation decision (EU) No. 2018/1137.

Two, understand a few concepts

"Wooden packaging material" means any wooden products in the form of crates, boxes, crates, cylinders and similar packaging, pallets, box pallets and other loading plates, pallet loops and dunnage, regardless of whether these products are Actually used to transport various objects; but does not include logs with a thickness of 6 mm or less, processed wood produced by glue, heat and pressure or a combination of these three methods, and wood of the same type and quality as the consignment wood Manufactured to support the bedding of consignment wood.

"Specified goods" refer to goods that meet all of the following conditions: (1) Originated in Belarus, China, India; (2) Supported, protected or carried by wooden packaging materials at least before arriving at the border control post for the first time; (3) ) Has its own joint naming CN code or TARIC code, and the corresponding description specified in Annex I of Council Regulation (EEC) No 2658/87.

3. EU specific requirements

The competent authority or operator responsible for importing relevant wooden packaging materials or knowing that they have arrived in the European Union should notify the competent authority of the border control station that arrived for the first time that the relevant wooden packaging materials will be imported into the European Union, and the relevant wooden packaging materials must comply with the (EU) The requirements of Article 43(1)(a) and (b) of Regulation No. 2016/2031.

The competent authority shall conduct regular phytosanitary inspections on wood packaging materials when they first arrive at the border control points of the European Union or at the control points described in Article 53(1)(a) of Regulation (EU) 2017/625. Determine the inspection rate, and the inspection rate shall not be lower than 15% of the consignment of specific commodities.

4. my country's customs supervision requirements

my country's customs conduct random inspections and quarantine on the wooden packaging used for outbound goods, and if they find that they are not in compliance with the regulations, they are not allowed to leave the country. Only the enterprises that have obtained the customs permission to apply the label on the wooden packaging of outbound goods can produce and apply the IPPC mark on the wooden package of outbound goods. my country's enterprises that have obtained the qualification for labeling have been announced on the official website of the General Administration of Customs. Enterprises that use wooden packaging can purchase wooden packaging from qualified labeling companies and require the labeling companies to provide qualified certificates for the wood packaging of outbound goods.

Five, export recommendations

The customs reminds that if wood packaging is used for import and export goods, companies should master the "Management of Wooden Packaging Materials in International Trade", "Measures for the Supervision and Administration of Wooden Packaging of Entry Goods", and "Measures for the Management of Quarantine and Treatment of Wooden Packaging for Outbound Goods". Know the scope of wood packaging, and be familiar with the IPPC logo style. Export companies should pay attention to the relevant regulations of wood packaging in the importing country or region, ensure that the wood packaging used for outbound goods meets the quarantine requirements of the importing country or region, and avoid hindering the overseas customs clearance of exported goods.
