The relevant person in charge of the National Development and Reform Commission stated that plastic itself is not a pollutant. The essence of plastic pollution is that plastic waste leaks into the natural environment such as soil and water and is difficult to degrade, causing visual pollution, soil destruction, microplastics and other environmental hazards. This plan focuses on the nature and main contradictions of plastic pollution, and further improves the entire chain of plastic pollution control system.

The plan requires that the full life cycle resource and environmental impact of various alternative products such as bamboo and wood products, paper products, and degradable plastic products should be fully considered, and the quality and food safety standards of related products should be improved. Carry out research on the degradation mechanism and effects of different types of degradable plastics, and scientifically evaluate their environmental safety and controllability. Improve the standard system, standardize application areas, and clarify degradation conditions and disposal methods. Increase key core technology research and achievement transformation of biodegradable plastics, continuously improve product quality and performance, and reduce application costs. Guide the rational layout of the industry and prevent the blind expansion of production capacity. Speed up the scientific research, popularization and application of fully biodegradable agricultural film. Strengthen the construction of degradable plastic testing capacity, strictly investigate and punish false and false labels of degradable plastics, and standardize the order of the industry.
