The "Regulations" require that the people's governments at or above the county level should formulate relevant policies, strengthen the construction of digital express delivery infrastructure, improve the digitalization level of the entire industrial chain of the express delivery industry, accelerate the cultivation of new formats and models of digital express delivery, and promote the digital development of the express delivery industry.


At the same time, the people's governments at or above the county level and their relevant departments and postal administrations shall support relevant enterprises to explore the application of unmanned vehicles such as drones and unmanned vehicles in express delivery scenarios in accordance with relevant regulations, and promote the application of unmanned technology in urban areas. Applications in the fields of express branch and trunk line transportation.


The "Regulations" pointed out that the postal administration of Zhejiang Province should actively promote the digital application of the express delivery industry and the construction of the supervision system, carry out digital express delivery monitoring, statistics and analysis, and publish the express delivery industry development index.


"Internationalization" is also a highlight of the Regulations.


The "Regulations" require that postal administrations should work with commerce, development and reform, transportation and other departments, as well as customs, taxation, foreign exchange management and other agencies to establish a cross-border cooperation mechanism for express mail to promote convenient customs clearance for international express mail.


In addition, the people's governments of cities and counties (cities, districts) where the areas of the pilot free trade zone are located shall strengthen the construction of the international express mail supervision platform and work system, support the customs, postal administration and other institutions to set up work units or service outlets, and promote the import and export of international express mail. The "Regulations" also support relevant express operators to establish an international express logistics network alliance, cultivate key international express enterprises, promote overseas express distribution and overseas warehouse construction, and promote the internationalization of express services.


At present, "green express delivery" has become an issue of widespread concern in the society. In recent years, with the rapid development of the express delivery industry, a large amount of garbage is generated after the express parcels are opened, and some of them are discarded at will, causing serious environmental pollution.


In response to this problem, the "Regulations" require that express delivery operators should establish a green management system in accordance with relevant regulations, strengthen green governance in daily production and operation, packaging use management, express transportation and distribution, etc., and reduce environmental pollution and resources in various operating links. consume.


The "Regulations" also suggest that express delivery operators should use reusable and easy-to-recycle green packaging materials in accordance with relevant national regulations and standards. Support express delivery operators and related upstream and downstream enterprises to use packaging products that have obtained green product certification.


Express delivery operators shall, in accordance with the relevant regulations of the state and Zhejiang Province, prohibit or restrict the use of disposable plastic products such as non-degradable plastic packaging bags, disposable plastic woven bags and non-degradable plastic tapes.


In order to better realize the coordinated development of urban and rural areas, the "Regulations" require that the people's governments at or above the county level should accelerate the development of the express delivery industry in rural areas, strengthen the construction of agricultural product circulation networks and cold chain logistics systems, and improve the express delivery network in rural areas.


Regarding the leakage of the information of express users, the Regulations also make relevant provisions. Express delivery operators shall establish data security management systems in accordance with relevant regulations, strengthen data security management, and take effective technical means to ensure user information security. If express delivery operators use electronic waybills for delivery, they shall anonymize the personal information in the waybills.
