The PPWR proposal applies to all packaging and packaging waste, regardless of the material used. The proposal of this regulation will enter into force directly for all member states without conversion. It will unify the control requirements for packaging and packaging waste at the EU level, aiming at achieving three main objectives:

(1) Prevent the generation of packaging waste: reduce the quantity of packaging waste, limit unnecessary packaging, and promote reusable and refillable packaging solutions.

(2) Promote high-quality recycling: By 2030, all packaging on the EU market will be recyclable in an economically feasible way.

(3) Reduce the demand for primary natural resources and increase the use of recycled plastic bags in packaging through the mandatory proportion target of recycled materials.
