The meeting pointed out that the textile industry is of great significance to safeguarding Ukrainian exports and employment. In recent years, the black cotton spinning industry has made great achievements. Nearly 350 large-scale factories have been put into operation; compared with 2016, the output of products has increased by 4 times, and the export volume has increased by 3 times, reaching 3 billion US dollars; 100% of cotton raw materials have been reprocessed; the employment problem of 400,000 people has been solved; Fully implemented in the industry.
Rice proposed to set up a cotton industry committee directly under the president, managed by the minister of innovation and development. The committee's responsibilities include: determining the high-yielding early-maturing cotton varieties planted in each state and each cluster every year; formulating corresponding fertilization plans according to local climate and temperature changes; regulating the use of herbicides and pesticides; and developing pest control technologies suitable for local conditions. At the same time, the committee will set up a scientific research center.
In order to improve production efficiency and further expand exports, the meeting also put forward the following requirements: develop a special electronic platform that can include all drip irrigation equipment suppliers, create a transparent system, and reduce equipment procurement costs; strengthen legal protection for cluster activities, requiring each district-level Administrative units can set up no more than 2 clusters; set up special textile industrial zones, and the Ministry of Investment and Foreign Trade is responsible for attracting foreign companies and well-known brands to participate in production; provide textile export enterprises with no more than 10% subsidy; organize special planes for foreign brands to transport finished products ; Allocate 100 million US dollars to the Export Promotion Agency to provide subsidies for exporters to lease overseas warehouses; simplify tax and customs procedures;
