A batch of cotton knitted underwear exported by a clothing manufacturing company in Shantou to Singapore, a country along the "the Belt and Road", was successfully shipped recently.

"This year, our textile and clothing sold well in the markets of countries along the the Belt and Road. The customs combed and compared more than 100 technical indicators of textile and clothing of countries along the Belt and Road, so that we can both see clearly and use them in place, and it is more time-saving, labor-saving, efficient and convenient to grasp the quasi threshold of the target market." Chen Liuying, the contact person for customs business of the above enterprises, said.

According to customs data, East Guangdong has been an important node of the Maritime Silk Road since ancient times, and has unique geographical advantages in the construction of the "the Belt and Road". In order to help textile and clothing enterprises in eastern Guangdong seize the development opportunity of the "the Belt and Road", Shantou Customs will focus on the rule and standard of "soft connectivity", transform technical advantages into service momentum, help enterprises to turn from "waiting" orders to "creating" orders, and provide "hard support" for accelerating the export of textile and clothing in eastern Guangdong.

According to Shantou Customs data, from January to October this year, the textile and clothing exports of countries along the "the Belt and Road" were 780 million yuan, up 19.1% year on year.

"In order to promote the trade connectivity and mutual benefit of the 'the Belt and Road', we have set up a technical trade research team to focus on tackling key problems, analyze the inspection and supervision system and key control points of countries along the line, lead and participate in the publication of five series of research books on technical trade measures in ASEAN, Central Asia, West Asia and North Africa, formulate and publish four industrial standards for textile and clothing inspection and quarantine in countries along the line, and provide technical support for enterprises' import and export." Lin Chungui, head of the Commodity Inspection Department of Shantou Customs, introduced that in order to unblock the "blocking points" of technical barriers, the customs had established a database of key enterprises dealing with technical trade measures negotiations. Customs data showed that since this year, the customs had provided enterprises with more than 100 public welfare services such as tracking, research and judgment, and early warning of technical trade measures.

It is also one of the measures taken by Shantou Customs to escort Guangdong textile and clothing to countries along the the Belt and Road.

On November 28, in the State Key Laboratory for Household Textiles Safety Testing under Shantou Customs, technicians were testing the size change rate of textiles produced by textile enterprises in Chaonan District, Shantou City. After testing, the sample meets the requirements of the international standard ISO 6330, and the relevant test report will label the export of the commodity with a "reassurance card".

According to customs data, since this year, Shantou Customs has given full play to the role of the national key laboratory for household textiles safety testing, providing enterprises with more than 1000 items of testing services for banned aromatic amine dyes, size change rate, color fastness and other items. At the same time, the Customs also implemented the enterprise coordinator system, went deep into the enterprise to investigate the actual situation, solve difficult problems, timely answer technical policy advice, customize the quality improvement plan for enterprises that meet the requirements of the laws and standards of the importing country, and effectively help enterprises improve product quality and expand the export market.

"Escort textile and clothing to the 'the Belt and Road', and Shantou Customs' technology and trade services have been 'online'." Hu Luping, deputy director of the Commodity Inspection Department of Shantou Customs, said that the customs would continue to do a solid, detailed and refined research on technology and trade, strengthen the monitoring of the notification of information on technology and trade measures, accurately match the needs of enterprises to provide high-quality technology and trade services, fully support the expansion of exports of textiles and clothing in eastern Guangdong, and contribute to the high-quality development of the "the Belt and Road".
