In-depth analysis of case characteristics

According to Huacheng Import and Export Data Observation, last year, the trade remedy investigation cases launched against textile and clothing products showed many characteristics. First of all, the sponsors are concentrated, the key products are prominent, and the amount involved is large. In 2022, more than half of the 15 investigations of textile and clothing products were from Indonesia, India and the European Union. The amount involved in many investigations reached hundreds of millions of dollars, including the amount involved in the review investigation of EU polyester high strength yarn of 230 million dollars, the amount involved in the anti-dumping investigation of Indian viscose yarn of 256 million dollars, and the amount involved in the investigation of three safeguard measures in Indonesia of 1.13 billion dollars.

Secondly, EU cases have a strong chain effect and are difficult to deal with. "With regard to 15 textile and clothing trade relief cases in 2022 and 11 transfer cases in 2021, the Textile Chamber of Commerce will timely release case warning and case filing information, quickly analyze the product situation of the formal case filing investigation, report the case situation to the Ministry Relief Bureau, and notify the relevant provincial departments and enterprises. For key cases, the Chamber of Commerce will hold a response meeting after soliciting opinions from all parties, and organize enterprises to carry out industry defense. In response to the case of Peruvian garment safeguard measures, the Textile Chamber of Commerce actively organized enterprises to participate in the industry's defense without damage. On December 24, 2021, Peru launched an investigation into safeguard measures for clothing products, involving a total amount of 734 million US dollars. The Textile Chamber of Commerce promptly organized and held a coordination meeting of online response to the lawsuit, and finally 11 enterprises participated in the industry's defense without damage. "During the period, the Textile Chamber of Commerce held several seminars on the case response work to determine the key products to be defended and analyze the difficulties in the response. It submitted defense opinions on temporary measures and product exclusions, filing announcements and technical reports, and Peru's import and export data for three times, and actively participated in the online hearing and issued objections."
