The Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Ecology and Environment, the Ministry of Commerce, and the State Administration for Market Regulation have recently jointly issued the "Administrative Measures for the Echelon Utilization of New Energy Vehicle Power Batteries" (hereinafter referred to as the "Measures"). The "Measures" proposes to encourage tiered utilization companies to cooperate with enterprises in the production of new energy vehicles, power battery production, and recycling and dismantling of scrapped motor vehicles, strengthen information sharing, use existing recycling channels, and efficiently recycle used power batteries for tiered utilization. Encourage power battery manufacturers to participate in the recycling and cascading use of waste power batteries.
The "Measures" clarify that the design of cascade products should comprehensively consider factors such as electrical insulation, flame retardancy, thermal management, and battery management to ensure the reliability of cascade products; adopt a structure and connection method that is easy to maintain, disassemble and disassemble to facilitate its scrap After disassembly, dismantling and recycling. The owner of the cascade product shall hand over the scrapped cascade product to the recycling service network established by the cascade utilization enterprise or the recycling enterprise for standardized treatment.
