According to the "zero tariff" policy for transportation vehicles and yachts of Hainan Free Trade Port, before the island is closed for operation, enterprises that are registered in Hainan Free Trade Port and have independent legal personality and engaged in transportation and tourism (aviation enterprises must take Hainan Free Trade Port as the main operating base), import ships, aircraft, vehicles and other operating transportation vehicles and yachts used for transportation and tourism, and are exempted from import tariffs Import value-added tax and consumption tax.

According to Huacheng Import and Export Data Observation, the newly introduced Boeing 777 freighter will be used in international freight business. According to Lin Yong, Director of Customs Department of Haikou Customs, the import of this large aircraft has three characteristics: first, the "zero tariff" aircraft enjoy the benefit of the large family, showing a "expansion" trend, adding new members of the heavy class large aircraft on the basis of the three helicopters already imported. Second, Zhongzhou Airlines has built its main operation base in Hainan, and the cargo planes enjoying the benefits will be put into international cargo business, adding new capacity to the international routes of the free trade port. Third, the amount of benefits enjoyed by a single ticket under the "zero tariff" policy for transportation vehicles and yachts has reached a new high, indicating that the attraction of the "zero tariff" policy has further increased and the effectiveness is being released.

According to the observation report on the import and export data of Huacheng, the "zero tariff" policy has effectively reduced the operating costs of enterprises enjoying benefits, which is conducive to more enterprises investing in Hainan Free Trade Port. According to the statistical data provided by Haikou Customs, as of August, the competent department of Hainan Province has audited 2330 enterprises with the "zero tariff" import qualification for vehicles and yachts. At present, 113 enterprises have achieved import performance. The value of imported goods is 3.94 billion yuan, and 954 million yuan has been exempted from taxes for enterprises.

"We will continue to strengthen publicity and guidance, guide enterprises to make full use of the 'zero tariff' and other preferential policies, so that enterprises can enjoy the 'real gold and silver' policy preferences."
